- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is women owned small business set aside This solicitation number is RFQ2058930 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. The North American Industry Classification Code (NAICS) 238910 and the size standard is $14.0 million. The National Institute on Drug Abuse on behalf of the National Institute on Mental Health (NIMH) has a requirement for rigging services. The services include all necessary labor, tools, and equipment for the rigging and removal of one (1) General Electric 3.0 Magnet weighing approximately 25,000lbs and one (1) General Electric 1.5T Magnet weighing approximately 13,000lbs along with their associated components. Mandatory Requirements: 1. As the equipment being removed is part of a trade-in arrangement with General Electric Medical Systems who will be responsible for magnet preparation and transport off the NIH campus, the vendor will coordinate the rigging and will have approval from GE for doing this work. 2. The vendor will comply with all relevant NIH regulations and guidelines 3. All associated work will be completed on a Saturday. Task: The rigger will have complete access for equipment removal. The removal will be done through the associated roof hatches. An obstructing roof duct will be temporarily disconnected and moved and set-back up when the rigging is completed. The magnets and associated components will be loaded onto road trailers that will be on-site. Vendor will not be responsible for roof opening and closing. Specific evaluation criteria, in order of importance, are: (1) Ability to meet the mandatory requirements (2) ability to meet the task. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
