Description

The WNY VA Medical Center in Albany, NY intends to negotiate a sole source contract with UPTODATE Inc, 95 Sawyer Rd. Ste 120, Waltham, Ma 02453. The VA Library has a requirement to use UpToDate Inc. to purchase a subscription renewal to the UpToDate Integrated Differential Diagnosis and Treatment database. UpToDate is licensed, and the sole publisher and provider of electronic access to their narratives, which is proprietary. The resulting contract will be firm fixed price. Negotiation is being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1(b)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. EST on April 22, 2011. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Davidm.Esmay@va.gov with solicitation number referenced in the subject line. The Government will not be responsible for any cost incurred in proposal preparation. All responsible sources may submit a proposal, which will be considered by the agency.
