- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. The Request for Quote number is RFQE012907 and is being conducted as a 100% small business set aside. The North American Classification System Code is 334220; radio and television broadcasting and wireless communication equipment manufacturing; the size standard is 750 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-50. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. This RFQ is for Brand Name or Equal in accordance with FAR Provision 52.211-6 (Aug 1999). Substitute brands may be provided if they perform the same function. If quote is for an equal product, specifications of the items must be included with the quote. Products equal to Brand Name must be accompanied with verifiable references. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent upon the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed equal item(s). The Federal Bureau of Investigation (FBI) has a requirement for a one time fixed price purchase of the following products manufactured by Exalt: •1. Exalt EX-4.5-r c - IP Radio with Antennas Quantity: 14 Minimum Salient Technical Requirements - All Models : The following minimum salient specifications shall be met for all proposed equipment: •· Operating Frequency: 4.4 - 4.9 GHz •· Tuning Resolution: 1 MHz •· Data Rate: 110 Mbps (standard) with options to go up to 440 Mbps •· Transmit Power: 24 dBm at QPSK and at least 21 dBm at 16 QAM •· Receiver Threshold: -86 dBm at QPSK-8 MHz and -78 dBm at 16 QAM- 8 MHz. •· Duplex or Symmetry Options: Time Division Duplex, user adjustable from 20/80 to 50/50 with at least four settings •· Timing: Two links shall be able to operate back-to-back without the aid of an external time source such as a GPS receiver. •· Encryption: Device shall support proprietary encryption as well as have options for AES 128-bit or 256-bit encryption •· Error Correction: Device shall employ Forward Error Correction •· Operating Temperature: -40 to +60C •· Humidity: 100% condensing •· Weight: With built-in antennas 10lbs •· Power: 120-140 VAC input power with provided Power-Over-Ethernet Injector allowing up to 90 meters separation between injector and radio •· Accessories: Shall include Power-Over-Ethernet injector and mounting bracket •· Reset Capability: Shall provide an easy reset capability should IP address, username and password be lost •· User Interface: Web based and easy to navigate Delivery of items shall be within 30 days After Receipt of Order (ARO). Destination: FOB: FBI Engineering Research Facility, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mr. Jerry Varnell, Contract Specialist, Jerry.Varnell@ic.fbi.gov ; no later than Thursday, April 28, 2011, 10:00 am Eastern Standard Time (EST). Quotes shall be clearly marked RFQE012907. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. The awardee shall be registered in the Central Contractor Registration databases as required under FAR 52.204-7 (Apr 2008) prior to receiving an award.
