- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst New Jersey intends to modify and existing contract to and existing government asset, on a non-competitive basis with AKO Torque Specialties Inc, Enfield, CT for a safety upgrade/modification of an existing Torque Force Calibrator. The upgrade calls for improvements that will resolve safety concerns for NAVAIR that could arise due to use of the AKO Torque Force System by less experienced operators, operator input error and certain types of system failures in the automated mode of operation. The modification will consist of: 1 pre-production unit which requires government approval and test ECP 06-0161A applies; hardware upgrades to the main system loader; hardware upgrades to the transducer and indicator exchange kit; addition of a display to allow calibration of the transducer and indicator exchange kits; a controller firmware upgrade; an upgraded technical manual which requires government approval. In addition, contract modification will be required to add the upgraded unit and new parts to the contract for contract year option periods (PY3 - PY5). Testing and approval by the government is required for the first unit prior to completion of the remaining units. AKO is the original equipment manufacturer (OEM) for this contract, and as such, they are the sole designer, developer, and manufacturer. As the (OEM) they own the data rights and drawings to the equipment. Thus, AKO has the knowledge and experience to modify both the hardware and firmware. The Government does not own any data, or other specifications to permit full and open competition. The Government intends to award the above under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
