Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-52KJ-S-11-AA38 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. The NAICS code applicable to this acquisition is 334516. All responsible sources may submit a quotation which shall be considered by the agency. The USDA-ARS in Ames, Iowa, has a requirement for a circular dichroism spectropolarimeter and a spectrofluorometer, which must meet the following specifications: Minimum Specs for CIRCULAR DICHROISM SPECTROPOLARIMETER: •- Measurement modes: Steady state circular dichroism and UV/Vis Absorbance •- Scanning modes: continuous, step=scan, and auto-scan modes are required •- Parallel optical system for repeatable results with sample placed anywhere in the beam •- High sensitivity and low stray light specifications: RMS noise: less than 0.03mdeg at 185nm, 0.02mdeg at 200nm, 0.02mdeg at 500nm (spectral bandwidth 1nm, TC 4sec) while maintaining stray light as less than 0.0003% at 200nm. This is required for accurate determination of Protein Secondary Structure. •- Wavelength range to 163 nm •- Temperature control : both fixed wavelength temperature ramping and wavelength scanning at pre-set temperatures to collect a 3-dimensional data set of wavelength vs. temperature vs. CD/Abs. signal •- Automatic titration system for sample solvent titration •- Mechanical shutter to cut off UV light from the sample to avoid damage due to photo bleaching. •- Option to add stopped flow attachment at a later date. •- Standard PC interface not requiring special or proprietary boards or connections. Minimum specs for SPECTROFLUOROMETER: •- This instrument must be able to be operated with the same computer as the above instrument. •- Dual excitation and emission monochromators •- Scan speeds of 10, 20, 50, 100, 200m, 500, 1000, 4000, 5000, 10,000, and 20,000 nm/min available with a 30,000 nm/min slew speed •- 150 W Xenon excitation source in an enclosed housing providing UV and visible wavelengths. •- Standard measurement range of 220-750 nm of zero-order extendable to 350 or 1010 nm with optional PMT detectors. •- Dual, independent PMT detectors •- Sealed instrument housing of cast aluminum to prevent corrosion or chemical contamination •- Interior optical chamber to reduce external light contamination •- Standard interface between control PC and instrument - no additional A/D or D/A cards required •- Minimum signal-to-noise ratio (SNR) of 800:1 (peak-to-peak) for the Raman band of water shall be achievable using 350 nm excitation, a 2 second detector response and a slitwidth of 10 nm for the excitation and emission monochromators. •- Minimum SNR of 200:1 (peak-to-peak) for the Raman band of water shall be achievable using a 5 nm slitwidth for both the excitation and emission monochromators. •- Minimum 1 nm resolution; instrument slitwidth settings are step selectable to 1, 3, 5, 10, and 20 n for both emission and excitation monochromators. Half-height settings of L5 and L10 are included for reduced sample volumes and micro=cells. •- Wavelength accuracy and reproducibility of +/- 0.3 nm will be achievable for both the excitation and emission monochromators. •- Automated control of excitation and emission shutters •- Auto-Start button for execution of implemented scan method without using computer keyboard or mouse •- Standard spectrophotometer sample compartment shall contain a water thermostattable cell holder, replaceable with other sampling option. •- Sample compartment shall be capable of accepting numerous sampling accessories including Peltier and micro-cell sample holders; micro-titer plates (with appropriate operating software); automated multi-cell changer; titration and stopped-flow accessories and options polarization anisotropy studies. EVALUATION PROCEDURES: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Acceptability, Warranty. DELIVERY: FOB Destination. Items shall be delivered within 45 days after receipt of order.
