- Draft PWS The Air Force Nuclear Weapons Center PKOA Kirtland AFB, NM is releasing a Pre-solicitation Notice for the Bird/Wildlife Aircraft Strike Hazard (BASH) Program. The AFNWC/PKOA plans to release a Request for Proposal (RFP) for the BASH Program not earlier than 10 May 2011. This acquisition will be a full and open, best value competition conducted in accordance with Federal Acquisition Regulation Part 15, contracting by Negotiation, as supplemented. This pre-solicitation notice is NOT to be construed as a formal solicitation (Invitation for Bid (IFB) or a Request for Proposal (RFP)). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement of costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Questions or comments to this notice should be addressed to the Contract Administrators. This notice includes a DRAFT Performance Work Statement. The draft PWS is predominantly performance based. Industry comments on this draft PWS are highly encouraged. Receipt of industry comments and questions are requested by 2:00 PM (MST) 29 April 2011. This action will result in a firm fixed price contract for one year plus four one year options that involves analyses, review, and presentation of bird hazards in the flight environment; development of technical strategy recommendations; review and assessment of program/project technical direction/strategy; and technical consulting to programs and services. In particular it involves the following areas: analytical services, acquisition of radar and weather data, maintenance and operation of the Bird Avoidance Model (BAM) and Avian Hazard Advisory System (AHAS), validate radar risk prediction, maintain system documentation, back up and archive data and providing technical assistance. The Contractor shall provide support services, including management, travel, and materials as required for the operation of the Bird Avoidance Model (BAM), Avian Hazard Advisory System (AHAS), and Bird Detection Radar (BDR) functions of the BASH Program as well as assist the Air Force in the development, implementation, operational deployment, assessment, sustainment, and evolution of Air Force BASH programs; technology assessments; knowledge sharing of technological and operational findings, benefits, and advances; collaboration with BASH Contracting Officer Representatives (COR) and members of Sister Services on program goals and capabilities for joint programs; and publication and dissemination of educational materials, training materials, and lessons learned. Regular communication between the contractor, Air Force, and DoD personnel is required for optimal program development. Proposals will be due approximately 30 days from the date of the RFP release. Exchanges during the RFP process may include clarifications, communications, and discussions as necessary. All responsible offerors may submit an offer that will be considered. The Government intends to award to the responsible offeror whose offer presents the best value to the Government, considering Past Performance, Technical Capabilities, and Pricing, as described in the solicitation. Offers that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. Interested contractors must be registered in the Government's Central Contractor Registration. Contract award is estimated for 4th quarter fiscal year 2011. The Air Force anticipates a single award but reserves the right to award multiple contracts or, not to award a contract at all.
