- Synopsis- Sole Source COTR: Dan Pitton Contract Coordinator: Walter Culbreath Title: Purchase of Managed Trusted IP Service (MTIPS) Description: The National Highway Traffic Safety Administration (NHTSA) of the U.S. Department of Transportation (DOT) intends to purchase, on a sole source basis, a 10 megabit per second Managed Trusted IP Services (MTIPS) line from Terremark Federal Group, Inc., 18155 Technology Dr., Culpepper, VA 22701. It is NHTSA's intention to procure the implementation and services through the Terremark GSA Networx Schedule. Pursuant to FAR 6.103(1), only one responsible source and no other supplies of services will satisfy the Agency. The MTIPS line is a necessary option to existing support services from Terremark Federal Group, Inc. This network service expands on the US Government's new requirement that ensures Intrusion Detection visibility by the Department of Homeland Security, for the purpose of examining all network traffic to and from Federal Information Systems that conduct business on the Internet. The purpose of this requirement is to ensure the DHS Einstein System can identify attacks against Federal networks. Because NHTSA is also required by OST to ensure Einstein visibility, the applications we have running at Terremark Federal Group, Inc. that presently interact with the Internet must be routed to Einstein using this requested MTIPS connection. Interested parties that believe they have the capability to satisfy this requirement should send supporting information that documents that belief. The Government would like to review capability statements and pricing data to determine interest and capability of potential sources for this requirement. The information provided should be sufficiently detailed to demonstrate that your company understands the nature of work involved, and has the expertise and resources to successfully perform the above requirements. The NAICS is 511210. This Notice of Intent is not a request for competitive proposals; however, all responses received within 15 calendar days from the date of publication of this synopsis will be evaluated by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely the discretion of the Government.
