- This is a Research and Development (R&D) Sources Sought notice: This is a Research and Development (R&D) Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential R&D requirement. BACKGROUND/PURPOSE AND OBJECTIVES/PROJECT REQUIREMENTS: The NIA provides funding in support of aging-related research in an effort to uncover the mechanisms behind "healthy" and "unhealthy" aging in order to promote good health throughout life. Atherosclerosis has been linked to a broad range of cardiovascular diseases and affects nearly all people at some point in their lives. There is a potential association between the rate of aging-associated vascular change and atherosclerosis with a mediating role for the effects of regional adipose tissue distribution. The VALIDATE contract ("Vascular Aging: The Link that Bridges Age to Atherosclerosis") was awarded in 2003 to investigate this hypothesis and was largely completed in March, 2011. It is a two-visit study in which physiologic vascular properties and Multi-Detector Computed Tomography (MDCT)-defined extent of coronary atherosclerotic change as well as Magnetic Resonance Imaging (MRI)-defined body composition and vascular change are measured in different volunteer and patient populations. The NIA is conducting a one-year extension study to complete a second MDCT scan on study participants. This contract will continue the Validate study and will provide MDCT for the "second visits" of all remaining VALIDATE participants, in order to investigate the determinants of "healthy" vs. "unhealthy" vascular aging. While much of the study was completed in March 2011, there are a number of participants (~237) who have not completed their second visits and will therefore require a repeat MDCT. In addition, body composition will be assessed in a small number of participants at the Clinical Research Branch. The Contractor shall coordinate and provide MDCT for the "second visits" of all remaining VALIDATE participants. As the first visit for each participant has been completed already, the Contractor shall provide imaging equipment directly comparable to that used previously. The CT scan equipment used in the first visit is the Toshiba Aquilion One, 320 Slice Scanner. The Contractor must provide a MDCT facility in close proximity to the NIA Clinical Research Branch (CRB) because participants are required to come to the Clinical Research Branch (CRB) on the same day as their MDCT for further testing. The contractor shall provide a Clinical reading of all MDCT scans completed which will include vessel anatomy, degree of atherosclerosis, and relevant extra-cardiac findings. These reports will be provided regularly with a summary of all studies and findings to be provided after 6 months and after 12 months. REPORTS/DELIVERABLES: The following reports will be required: Semi-Annual Progress Report and Final Report. ANTICIPATED PERIOD OF PERFORMANCE: The anticipated period of performance is one (1) year (12/01/2011-11/30/2012). OTHER IMPORTANT CONSIDERATIONS: The North American Industry Classification System (NAICS) Code 541712 with a size standard of 500 employees is being contemplated. CAPABILITY STATEMENT/INFORMATION SOUGHT: Respondents to this notice must provide, as part of their responses, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work as specified in paragraph "Background/Purpose and Objectives/Project Requirements" above; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information; (f) access to the same cohort of subjects (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUB Zone, etc.) pursuant to the applicable NAICS code; and, (4) any other information that may be helpful in developing or finalizing the OPDIV's acquisition requirement. INFORMATION SUBMISSION INSTRUCTIONS: Respondents should provide responses accordingly: (1) submit information both electronically and by mail. No telephone or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 font minimum and 8 ½ x 11 size paper; (3) organize material in such a manner that clearly identifies and address capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (5) respondents must send two original copies via mail and one electronic copy via email; (6) responses should be received no later than May 10, 2011 at 2:00 PM Local Time; (7) include respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to mclaurinsm@nida.nih.gov.
