Description
A. INTRODUCTION: This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to gain information leading to Government/Industry collaboration for development of U. S. Special Operations Command (USSOCOM) technology capabilities and to assist in accelerating the delivery of these capabilities to the warfighter. The United States Special Operations Command (USSOCOM) invites industry, academia, individuals and labs to submit technology experimentation papers addressing innovative technology capabilities used in austere environments: specifically, commercial wireless technologies to augment existing network infrastructure with a mobile Command, Control, and Communication (C3) capability comprising a Special Operations Wireless Connectivity Capability (SOWCC) experimentation project. As part of this project, a tactical cellular wireless network, using commercial 3G/4G standards, will provide C3 and situational awareness (SA) capabilities down to the Company level and below. After review of the technology experimentation paper submissions, the Government may invite select candidates to demonstrate their capabilities in USSOCOM sponsored experiments, to be held quarterly at Camp Roberts, CA. These experiments will provide an opportunity for the submitter to interact with USSOCOM personnel for the purpose of USSOCOM assessing potential impact of emerging technology solutions on USSOCOM missions and capabilities. Technology Experimentation papers shall be submitted electronically to: madeline.baumgartner@socom.mil SUBJECT: 3G/4G for SOF. Technology Experimentation papers may be submitted at any time during the effective period. B. OBJECTIVE (1) Background : The USSOCOM conducts quarterly experiments in cooperation with the Naval Postgraduate School at Camp Roberts, CA. These experiments are conducted with representatives from Government Research and Development (R&D) organizations, academia and private industry. The experiments provide an opportunity for technology developers to interact with operational personnel and determine how their efforts might support special operations capabilities. The environment facilitates a collaborative working relationship between academia, government, and industry and supports identification, assessment, and dissemination of emerging and mature technology information and the acceleration of delivery of capabilities to the Special Operations warfighter and those they support. (2) Experiment Focus: Experiments will be conducted from 15-18 August 2011 at Camp Roberts, CA to explore the application of emerging technology solutions providing SOF 3G/4G cellular wireless capabilities. The following areas are of particular focus/interest: a. Use of commercial 3G/4G cellular standards. b. Support 50 simultaneous users and 300 registered users per cell. c. Provide a minimum of 5 Mbps downlink and 1 Mbps uplink to each active connection. d. Achieve a range of 1.5 km per cell. e. Execute handover of user equipment between cells. f. Provide a remote command and control capability over the wireless network and connected devices. g. Allow IP traffic exchange between mobile handsets and Enterprise services. h. The ability to secure handsets with industry standard encryption Candidate cellular wireless networks should also approach satisfying the following objective capabilities: a. Regional spectrum flexibility: enable network to operate in different commercial standard spectrums with minimum hardware modification or replacement. b. Quality of Service: enable rules-based connection control and bandwidth modification to support quality of service rules. c. Low Size, Weight, and Power (SWaP). d. Integration with Enterprise Voice over IP (VoIP) infrastructure: enable mobile devices and fixed devices in the Enterprise network to initiative and execute voice communication with the other. e. Integration, co-existence or masked operations with local commercial cellular networks. Technology to be demonstrated shall be at a minimum Technology Readiness Level (TRL) 6. Detailed information on TRLs can be found at http://www.dod.mil/ddre/doc/May2005_TRA_2005_DoD.pdf (3) Security Requirements: The submittal process under this RFI is intended to be as streamlined as possible in order to allow the government to leverage technology solutions that are capable of meeting urgent warfighter needs. Vendors should not submit classified information in the technology experimentation papers. (4) Other Special Requirements: DO NOT SUBMIT PROPOSALS. SUBMIT TECHNOLOGY EXPERIMENTATION PAPERS ONLY. No contracts will be awarded based solely on this announcement. C. SUBMISSION INSTRUCTIONS: (1) General Information: Technology experimentation papers shall not exceed two pages using a PDF format and no less than 10-point font. The Respondent shall prepare an additional unclassified, non-proprietary title and summary page at the beginning of the document. Product data sheets may be included with the technology experimentation paper and will not be counted against the page count. Technology experimentation papers exceeding two pages may not be considered. This will be at the discretion of the Government. Multiple concept papers addressing different technology experiments may be submitted by each respondent. Papers may be reviewed by USSOCOM personnel, support contractors or Naval Postgraduate Facility, Staff or students. Each technology experiment paper must address only one experiment. Select respondents will be invited to participate in USSOCOM experiments. USSOCOM shall provide venues, supporting infrastructure and assessment (operational and technical) personnel at no cost to the respondent. The respondent's travel costs and technology experiments will be at the respondent's expense. All elements of the wireless cellular network must be provided by the vendor, to include antenna, radios, and baseband equipment. Handset cellular devices must also be provided by the vendor and must be made available to operators/test players for use in evaluation and testing of the wireless network. Voice communication and video transfer and viewing capabilities should be provided by handset devices for evaluation purposes. (2) Submission Format: Section A: Respondent Name, point of contact, Title, Date, E-Mail Address, Phone #, Fax #, Organization/Office Symbol, and Address. Section B: Capability Description--What is the capability you are proposing to demonstrate during the experiment? What is the intended purpose of this technology? How will the capability enhance SOF mission effectiveness? Describe limits of environment in which this solution can operate. Section C: Technology Experiment--How do you envision execution of the technology experiment? What is the proposed demonstration methodology? Section D: Support Components--What additional support is required for the experiment including hardware, software, data, facilities, and training? Include information on required radio frequency spectrum. Section E: Please note related federal contracts to include point of contact and current telephone number and address. D. BASIS FOR SELECTION TO PARTICIPATE: Selection of respondents to participate will be based on the extent to which the technology represents a particular class or level of capability that can be provided to Special Operations Forces. Other considerations include: • Technical maturity • Breadth of application • Relevance of or adaptability to military operations/missions • Relevance to current operational needs. E. ADDITIONAL INFORMATION: All efforts shall be made to protect proprietary information, but each vendor must clearly and in writing identify what information is proprietary or intellectual property. Lessons learned by USSOCOM from these experiments may be broadly disseminated only within the government. After selection for participation vendors will be requested to provide additional information in a questionnaire that will be used in preparation for the experiments. F. USE OF INFORMATION: The purpose of this notice is to gain information leading to Government/Industry collaboration for development of U. S. Special Operations Command (USSOCOM) technology capabilities and to assist in accelerating the delivery of these capabilities to the warfighter. Any proprietary information contained in the response shall be separately marked. Any proprietary information contained in response to this request will be properly protected from any unauthorized disclosure. The government will not use proprietary information submitted from any one firm to establish the capability and requirements. G. SPECIAL NOTICE: Respondent's attention is directed to the fact that Federally Funded Research and Development Centers (FFRDCs) or contractor consultant/advisors to the Government will review and provide support during evaluation of submittals. When appropriate, non-government advisors may be used to objectively review a particular functional area and provide comments and recommendations to the Government. All advisors shall comply with procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Submission in response to this Request For Information constitutes approval to release the submittal to Government Support Contractors. H. Per FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): a. The Government does not intend to award a contract on the basis of this Request For Information Notice or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. b. Although "proposal" and "respondent" are used in this Request for Information, your responses will be treated as information only. It shall not be used as a proposal.
