Description
VADER 'RFI responses have been extended to April 28, 2011.' Request for Information (RFI) on the Continued Deployment of Vehicle and Dismount Exploitation Radar (VADER) THIS IS A REQUEST FOR INFORMATION ONLY. The Intelligence and Information Warfare Directorate (I2WD) is seeking sources and information for extending deployment Outside the Continental United States (OCONUS) of the VADER system. The intent of this RFI is to continue the deployment of the VADER system OCONUS for an additional six (6) months. VADER is an advanced radar for manned aircraft. The radar has a Ground Moving Target Indicator capability for the detection of vehicles and dismounts. The exploitation ground station contains the remote radar control, mission planning, and exploitation equipment. All requirements have to be in place by late FY11 and operational at the OCONUS site by October 2011 for a seamless continuation of the VADER mission. There is a requirement for a Lead System Integrator (LSI) to provide the Government one Contractor Furnished Equipment (CFE) (leased) fixed wing aircraft. The LSI shall integrate, operate, deploy and maintain the VADER and associate theatre required equipment. The LSI shall be responsible for flight operation and scheduled maintenance of the CFE aircraft, radar, and all other theatre required equipment used during in theatre test and evaluations. The aircraft will be deployed to the Combatant Command's Area of Responsibility (AOR) for six (6) months for radar data collection demonstrations. There are options for: a) a six (6) month deployment extension, b) a (3) month deployment extension, and c) TBD product improvements. The LSI shall be responsible for flight operations, scheduled maintenance, training of additional crews and maintenance personnel, system operations, exploitors of the data, and the provision of spare parts to meet all aircraft flights. It is likely that flight operations will be conducted in active combat zones. The LSI shall design and fabricate installation kits for the following equipment to be installed in the aircraft. The LSI will integrate the kits with the associated equipment. Equipment includes Aircraft Survivability Equipment (ASE); radar and associated equipment; Electro-Optical System; Collision Avoidance System; Blue Force Tracking (BFT); Identification Friend or Foe (IFF) Transponder; Data Link and Secure Radios. Distribution A - Approved for public release; distribution is unlimited. The LSI shall maintain, operate, and provide training on the VADER Exploitation Ground Station. This is a Cost Plus Fix Fee (CPFF) type contract for six (6) month for the basic effort, and options for: a) one six (6) month extension, b) one three (3) month extension, and c) SW and HW product improvements. There is a Time and Material (T&M) line item. Security Requirements: A facility clearance supporting the Secret level safeguarding capability. A minimum SECRET Security Clearance issued by the Defense Industrial Security Clearance Office is required. Responders are requested to provide: 1. A technical approach to meeting the above requirements for a VADER system. 2. A comprehensive schedule for the acquisition, integration, test, and deployment of the above effort. 3. Cost for all pre-deployment and deployment efforts. No foreign nationals (NOFORN) need apply. The government does not intend to pay for this information. All information is requested within fifteen (15) days of announcement in writing or via e-mail. There is a 5MB email limit.
