Description
The Federal Aviation Administration (FAA) has a requirement for International Flight Planning and Support Services. The FAA anticipates that an Indefinite Delivery/Requirements type contract with fixed pricing will be awarded as a result of this solicitation. The contract will consist of a one 1-year base period, plus four 1-year option periods. The period of performance for the base year is anticipated to begin 10/01/2011. This procurement is unrestricted in regard to business size or type. The North American Industry Classification System (NAICS) code for this procurement is 488190, Other support activities for air transportation, with a Small Business Size Standard of $7.0 million. When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a written proposal in accordance with instructions provided in the Screening Information Request (SIR) Section L and evaluation criteria in Section M. All interested sources should first attempt to download the attached SIR document(s). If you are viewing this solicitation through www.FBO.gov, the SIR/RFP document may not be available/viewable. Please proceed to the FAA Contract Opportunity's website at faaco.faa.gov to view all attachments. If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Monica Rudolph, Contract Specialist (AMQ-310), via e-mail at monica.rudolph@faa.gov or FAX number 405-954-9468. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACT SPECIALIST. Proposals are due no later than 3:00 p.m. local time (Central Time Zone), May 23rd, 2011 and must be submitted to FAA, MMAC Customer Service Desk (AMQ-100), MPB Bldg Room 313 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-11-R-03414, due 3:00 p.m. CT, May 23rd, 2011 ELECTRONIC OFFERS ARE NOT AUTHORIZED. Proposals from unsuccessful offerors will not be returned to the offeror. Only one proposal from each offeror shall be considered. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC (Mike Monroney Aeronautical Center). In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, May 23, 2011 will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Prior to award of a government contract, it is mandated that the contractor must be registered with the Central Contractor Registration, www.ccr.gov. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
