- ***This modification is to correct the response date previously provided. *** The correct response date is April 29, 2011. Norfolk Ship Support Activity, PO Box 215, Portsmouth, VA, 23705-0215, is seeking to identify sources to provide the necessary management, technical services, labor, material, support services and equipment to accomplish a full range of depot level repairs and alterations, troubleshooting, maintenance, installation, and removal of main and auxiliary, hull, mechanical and electrical (HM&E) equipment and systems onboard U.S. Navy and other military ships, submarines, boats and service craft. The work will be accomplished on behalf of Norfolk Ship Support Activity (NSSA) onboard U.S. Navy vessels located primarily within a 50-mile radius of Norfolk, Virginia, but may be accomplished worldwide. Contractors may also be required to perform depot level preservation on USS Naval SSN, SSBN & SSGN Class submarines located at repair depots identified below. Typical work performed during Depot Maintenance Period (DMP)/Engineered Refueling Overhaul (ERO) availabilities may include Main Ballast Tank blasting, Internal Tank blasting and painting with one hundred percent high solids and non high solids coatings of the bow tank, external and internal sail, free floods, bow dome, areas above the boot top, exterior hull and non-skid removal and installation. Typical work to be performed in Selected Restricted Availability (SRA)/Interim Drydocking (IDD) availabilities may include blasting, painting and surface preparations for complete or touch-up preservation of the Main Ballast Tanks, bow tank, internal tank, exterior hull, exterior and internal sail, bow dome and free floods. Many of the spaces in the ballast tanks require special blasting and painting equipment because of the configuration of the structure and equipment in the tanks. Additional work that may be included is handling of sound dampening/Special Hull Treatment (SHT) tiles, the cleaning of sanitary and other tanks, external staging in specifically designated areas to support submarine preservation, general shipboard cleaning, zinc replacement, and lead ballast removal and installation.. NAICS code 336611 applies, with a size standard of 1,000 employees. Potential sources are notified that the Limitations on Subcontracting clause (FAR 52.219-14) will be included in any RFP set aside for small business concerns. Interested parties must submit a written expression of interest to the address stated below not later than April 29, 2011. Specifically address your qualifications or abilities to handle Special Hull Treatment (SHT) tiles. Sources are also requested to identify any on-going Government contract vehicles they may have for the same or similar work. Please include the name and number of the on-going contract, contract scope, contract type, period of performance, contract deliverables, dollar thresholds and limitations, the issuing Government agency, and the name and telephone number of the Contracting Officer. This contract information should be concise. This request is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach.
