- The U.S. Coast Guard, Surface Forces Logistics Center, Contract & Procurement Division 3, Small Boat Product Line, is seeking qualified sources interested in submitting a proposal for both scheduled and unscheduled/emergency drydock repair of the USCG 55' Aids to Navigation (ATON) class. All work shall be completed at the contractor's facility. The Coast Guard shall release a nationwide solicitation and determine awards based on geographic restrictions within each District (D1, D5, D7, D8, and D9). Multiple awards within each District shall be considered. Each firm-fixed price Requirements contract awarded shall consist of one base year and four option years. Services shall be requested via delivery orders released under the individual contract(s). The Coast Guard intends to conduct this acquisition in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and Part 15, Contracting by Negotiation. The Government contemplates award of a firm-fixed-price contract(s) resulting from this solicitation. Proposals shall be evaluated utilizing best value procedures. The Government will award contract(s) resulting from this solicitation to the responsible offerors whose offers, conforming to the solicitation, will be most advantageous to the Government (Best Value), price and other factors considered. Past performance will be a significant evaluation factor. This acquisition is being released as a total small business set aside. The NAICS Code is 336611. The small business size standard is less than 1,000 employees. The solicitation package shall contain all pertinent and required information including the Specification(s), Drawing(s), Geographic Restriction(s); List of Districts including number of boats located within each District; Proposal Submission Requirements; Evaluation Factors, etc. No information is being released prior to the release of the solicitation package. The solicitation package and all related specifications and drawings are anticipated to be released on or about May 15, 2011. THIS DATE IS ESTIMATED AT BEST. Interested sources shall be able to download the solicitation package and related specifications from FedBizOpps and shall be able to request copies of a CD-ROM containing all applicable drawings free of charge not later than three (3) days from the solicitation release date. CD-ROMs will be mailed via FedEx. The CD-ROM contains Windows compliant raster/vector formats (e.g., *DWF, etc.). Sources that respond to this presolicitation notice shall be contacted when the solicitation package is released however, sources shall be required to monitor the FedBizOpps website at https://www.fbo.gov for availability of additional information and any amendments issued during the solicitation period. Failure to respond to this presolicitation notice will not preclude an interested source from submitting a proposal. Please contact the Contracting Officials listed herein.
