- Description
- The proposed new building type is an enlisted personnel barracks for JTF-Bravo of approximately 2,233 square meters in area (24,038 SF) each. There will be three barracks constructed under this contract. This will be a total of 6,699 square meters (72,114 square feet) of constructed area. The barracks will replace existing hooches which will be removed and relocated as part of the site work and are part of the base building package. Each building unit will be identical. The barracks are 3 stories tall. The construction type for each building will be a poured slab and beam on load bearing concrete masonry units (CMU). The exterior will have a stucco system over an exterior insulation finish system. The roof will be composed of metal trusses covered with a structural standing seam metal roof system. Each building will be fully sprinklered with a central HVAC system and two chillers to provide cooling for all three buildings. Site work will include the installation of new water, sewer, electrical and communications lines to each of the buildings. In addition to the installation of utilities, the contractor may install a subsurface track system for emergency vehicle access around the perimeter of the barracks buildings. The North American Industry Classification System (NAICS) code for this project is 236220. The solicitation will be available for download on May 17, 2011. The estimated cost of this project is will between $10,000,000 to $25,000,000. The contracting officer is Mrs. Donna Parker Note No. 1: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities (FedBizOpps) before they will be allowed to download solicitation information. Contractor must be registered in the DoD Central Contractor Registration (CCR) prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. NOTE: This solicitation is in.pdf format and requires Adobe Acrobat Reader. Adobe Acrobat Reader may be downloaded free of charge at http://www.adobe.com. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Note No. 3: Critical path method (network analysis system) is required. Note No. 4: This solicitation includes bid options which may not be awarded. Note No. 6: A Contractor Site Visit has been scheduled for 25 May 2011 at 9:30 am (Local Time). The only purpose of the site visit is to become familiar with the existing site conditions. Requests for Information (RFIs) generated from the site visit must be entered into the ProjNet Contractor RFI system for responses. Attendance at the site visit is strongly recommended. Due to Base Security requirements and limited field staff available for construction contractor site visits, this scheduled site visit will be the only one offered. Individual requests for site visits will not be granted. Contractors will be required to register with Mr. Dave Cartmill by close of business on 18 May 2011 and provide their given name (as it appears on their driver's license), copy of country identification card or passport for non-Hondurans, date of birth, the project name, date and location access is needed, purpose of visit (Site Visit for FY-11 Barracks project), name of the company that they represent, copy of judicial clearance for Honduran citizens, and copy of drivers license. If contractor is driving a rental vehicle a copy of the rental contract must be in the vehicle. Contractors must provide a list with the names of the persons to be attending the site visit on Company Letterhead and fax, or send electronically, this list and required documentation as stated above, to Mr. Dave Cartmill at the fax number below or email to Cesar Sabillon as shown below, no later than 18 May 2011. Due to Honduran Military security requirements for base access as stated, any request for attendance received after 18 May 2011 will not be accepted. The number of attendees is limited to four from each firm. Contractors will be required to register in advance with all requirement documentation as stated above for installation access, and will be required to provide a valid driver's license, proof of insurance, and vehicle registration to gain access to the installation on 25 May 2011. For rental cars, the rental agreement must be presented. We recommend allowing a minimum of 60 minutes to access through the front gate of the installation. NOTE: Information obtained during the site survey visit but not included in the scope of work is not contractually binding. Contractors must provide the gate guard with the clearance list for access that will be provided to you prior to the site visit date, photo ID, the name of the event, and name of the sponsor (Mr. Dave Cartmill, U.S. Army Corps of Engineers) and are to proceed directly to and from the event. Guests observed in areas outside the direct route to and from the event or outside of the scheduled time will be escorted off base immediately. Random base tours are not authorized. The event may be cancelled at a moment's notice due to unforeseen circumstances or an increase in Force Protection Conditions. Note No. 7: The request for information (RFI) process for bidder inquiries during the advertisement period will be through the PROJNET internet based system, and specifics will be contained in the RFP solicitation package available exclusively from FedBizOpps. Other forms of communicating RFIs to the government will not be honored. The government will try to respond to all questions. However, responses may not be furnished to all questions and particularly those received late in the advertisement period (0-10 days prior to bid opening.)
