- 1. NOTICE OF CONTRACTUAL ACTION FOR NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR OCONUS Angel Fire Technical Assessment. This is an announcement that the United States Air Force (USAF), Air Force Research Laboratory (AFRL) intends to issue/award a sole source contract to Science Applications International Corp (SAIC), San Diego, CA for the purpose of tasking the contractor to flight test and evaluate an advanced GFE sensor suite for integrated automated tipping and cueing capability in operationally realistic conditions for an additional two years. The flight test and evaluation of the advanced GFE sensor suite mentioned previously is a continuation of the R &D of this capability, including the CONUS flight test and integration of the advanced GFE sensor suite, and modification of four contractor owned/operated aircraft (the government has not and will not accept/take title/delivery of these aircraft) for deployment readiness will have already been completed under contract FA8650-07-D-1104 Task Orders 0002 and 0004 with SAIC. The Air Force will task contractor personnel to deploy and operate all equipment required to test and evaluate the capability OCONUS beginning in FY 2012 and going through end of FY 2013. 2. The estimated value of this additional work is $150M. Contractor responsibilities include deployment, operation and sustainment of four contractor owned and operated aircraft, modified with the GFE sensor suite and associated mission support equipment; configuring operating and maintaining the sensor suite, communications equipment and ground stations; collecting data and conducting the analyses required to assess configuration- and scenario-specific sensor data quality, accuracy, and timeliness; providing performance trends and characterizations for a range of operationally relevant operating conditions; providing data feeds to operational evaluators in fixed or mobile sites using ground terminals or remote video receivers; collecting operationally relevant metrics regarding the suitability of the delivered data for potential operational utility; providing performance assessment feedback to AFRL personnel; and applying upgrades to component hardware and software as directed by AFRL engineers, or as they find necessary or expedient to conduct the technology assessment. 3. The extensive integration and test effort accomplished by SAIC includes integration and flight testing of the installed day and night Wide Field-of-View (WFOV) and High Definition (HD) sensors, advanced geo-location sensors and data links capable of sending integrated sensor data in real time to fixed and mobile ground stations, and preparation of the four aircraft, including installation of aircraft survivability equipment (ASE). 4. Vendors who are capable of providing the services stated above shall fully identify their interest and submit, in writing, information documenting their qualifications and capabilities to meet the requirements stated above within 15 days after publication of this synopsis. Responses must be submitted to Paul Smith, Contract Negotiator, via email at Paul.Smith@wpafb.af.mil. Responses received after 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contractual action based upon responses received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
