Description
Amendment 2 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for one foil supported catamaran hydrographic surveyboat, including delivery. Delivery and final acceptance will be at the U.S. Army Corps of Engineers Jacksonville (FL) District Moorings at 3077 Talleyrand Avenue, Jacksonville, FL 32206. Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached This solicitation is a Request for Quote (RFQ), W912BU-1-T-0027. Basis For Award: Award will be made on the basis of best value. Quotations will be reviewed for completeness and compliance in satisfying the requirements of the RFQ. The quotations will be evaluated on their merit against the evaluation factors listed below in descending order of importance. The other factors are more important than price. However, price remains a significant factor in determining the best value. 1. Experience building foil supported aluminum Hydrographic Survey catamarans approx. 60 ft. length. 2. Technical features. 3. Past Performance. 4. Price Period of performance for the boat, including delivery (in the water at the moorings, ready to operate with full fuel, full water, and empty gray and black tanks) is 18 months after award of contract. The acquisition will be solicited using the Commercial Item procurement process prescribed in part 12.6 of the Federal Acquisition Regulations (FAR). The Solicitation Number W912BU-11-T-0027 will be issued on or about 15 April 2011 with a closing date on or about 03 May 2011 at 1300 Hrs EDT Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFQ is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the quoter's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Quoters are responsible for printing copies of the RFQ and any amendments. All quotes are to be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Robert Hutcheon. All contractors are required to be registered in the DoD Central Contractor Registry (CCR) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the CCR website at www.ccr.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100/VETS 100A Report on your employment of targeted veterans.
