Description
The Bureau of Reclamation, Yuma Area Office, Yuma, Arizona has a Commercial Item service requirement for an Indefinite Delivery, Indefinite Quantity of Stockpiling Riprap and Gravel along the Colorado River for a three year performance period. The work to be performed under this requirement may consist of blasting at quarries, processing rock into riprap, 1" ~ 4" material and gravel, transporting material, creating stockpiles, and stockpiling materials at Bureau of Reclamation stockpile sites along the Colorado River. The work may also include blasting at quarries and loading, hauling, weighing and placing pit run materials at the designated locations along the Colorado River. The amount of material to be quarried, processed, and/or transported is not known at this time, nor is the originating and delivery locations. The quarries and potential stockpile locations are located in an area along approximately 275 miles of the Colorado River, from Davis Dam (River Mile 275) to the Southerly International Boundary (River Mile 0), and along the Gila River from its confluence with the Colorado River (Colorado River Mile 34.2) to Highway 95. The quarries and stockpile sites are located in Riverside, San Bernardino and Imperial Counties in California; Clarke County, Nevada; and in La Paz, Mohave and Yuma Counties in Arizona. Proposals will be requested under Request for Quotation No. R11PS34082 using Simplified Acquisition Procedures. For this acquisition, the North American Industrial Classification System Code is 212319, Other Crushed and Broken Stone Mining and Quarrying and the small business size standard is 500 employees. This acquisition is a total HubZone Small Business Set-Aside. It is anticipated that the solicitation will be issued on or about June 10, 2011 and the date and time for receipt of proposals will be on or about July 8, 2011, 4:15 p.m. local time, however all dates in this announcement are subject to change. The Solicitation will be issued via www.fedbizoppps.gov but the Government reserves the right to issue the solicitation on paper or CD-Rom in the event the website becomes inoperable or if the Contracting officer determines it is in the Government's best interest to do so. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the website after June 10, 2011, in order to access the solicitation and any subsequent amendments and/or notices. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
