Description
This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This Solicitation L11PS00426, is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-48. All responsible sources may submit a quote which will be considered. NAICS: 811310; size standard $7.0 million. The Bureau of Land Management, Oregon State Office has a requirement to replace the cab of New Holland TV 6070 Articulating Bi-directional Hydrostatic Drive tractor. The TV 6070 tractor sustained damage when a tree fell on top of the cab. The cab roof and ROPS is completely destroyed and needs to be replaced. This quote is for parts and labor required for complete cab replacement, including swapping all modified components for the US Mower FM 270-22 brush cutter assembly; Lexan windows and individual frames for them, forward and reverse foot pedal controls, arm rest joystick controls, hardline hydraulic lines, and installing cab back on tractor unit, charging air conditioning and testing unit operation. The equipment is currently located in Terrebonne, Oregon. EVALUATION FACTORS FOR AWARD - Award will be made on an all or none basis to the responsible firm whose quote is most advantageous to the Government based on the total of the vendors quote plus cost of Government transportation. The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received. If necessary, the Government may conduct discussions with any or all the vendors who submitted quotes. The cost of government provided transport to the vendor's shop and back to the BLM's Eugene District Office will be added to the vendor's quote for actual repair. The BLM office is located at 3106 Pierce Parkway, Suite E., Springfield, Oregon 97477. QUOTATIONS SHALL INCLUDE: 1) Unit price per item and Total Amount. 2) FAR provision 52.212-3 Offeror Representations and Certifications-- Commercial Items. (See below). Quotations shall be sent to the Bureau of Land Management, Oregon State Office (OR-952), P.O. Box 2965, Portland, Oregon 97208 by 12:30 p.m. local time on or before May, 2, 2011.
