- Description
- The Naval Surface Warfare Center Panama City Division, Panama City, Florida intends to award a sole source firm fixed price contract to Tracewell Systems, 567 Enterprise Dr., Westerville, OH 43031 the following items: four (4) each Universal Keyboard Chassis P/N 536-6501-F01-00; four (4) each Navigation Processing Unit Chassis P/N 536-6501-F00-00; four (4) each Common Data Recorder Chassis P/N 510-1171-F00-00; eight (8) each CDRU Shuttle Drive Chassis P/N 110-2468-098-0C; twenty (20) each TTX400 Power Supply P/N 050-5134-000-PS. The contract will have options to purchase additional units of each item through 2014. This purchase is not suitable for full and open competition for the following reasons. These items were specifically developed to meet the NAVSEA technical requirements as provided on the Landing Craft Air Cushion (LCAC) Command, Control, Communications, Computer and Navigation (C4N) systems System Baseline Configuration 2 (SBC2) product specification during the product's initial development phase by Tracewell Systems. No other sources for these items currently exist. Tracewell is the only company that makes these parts that will meet the form, fit, function and interchangeability requirements for the LCAC C4N systems. Developing another source for these items would be cost and schedule prohibitive as there would be significant engineering and testing costs (environmental) associated with the effort. Delivery will be to the Naval Support Activity - Panama City, 101 Vernon Avenue, Panama City, FL 32407-7018. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In accordance with FAR 13.5, a Firm Fixed Price type Contract is anticipated. The applicable North American Industry Classification System (NAICS) Code is 334511 and the size standard is 750 employees. Any questions relating to this announcement are due 5 days from the date of this notification is published, and no later than 1400 local time (CST). POC is Stuart Burman, Code B32, telephone (850) 636-6035; fax (850) 234-4197; or e-mail address stuart.burman@navy.mil. The anticipated award date will be on or around 27 May 2011. The basis of award will be cost/price being determined to be fair and reasonable.
