- Request for Information VA-701-11-RI- 0250 HDI 11-63 Content Development For Sharepoint Introduction: This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The purpose of this RFI is to identify qualified GSA Schedule contractors who are able to meet VA's requirements, understand GSA Schedule pricing and discount practices and other market information readily available. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for user experience program support Services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Background: The CDW is VHA's national data warehouse. Key data from VHA's electronic health record data will be available in CDW for analysis and for supporting informatics. In order for CDW to be successful, VHA needs a metadata portal to develop CDW content by VHA data stewards and other subject matter experts. VA Office of Information and Technology (OI&T) Business Intelligence Service Line (BISL) staff installed out of the box SharePoint and they have made available this implementation for VHA staff to shape its content to meet VHA business needs. Before VHA staff may add content, VHA needs a framework implemented in SharePoint that supports collaboration among VHA business units and BISL staff. This includes developing work areas for subject matter experts and then information for general users of the CDW. Eventually, business applications utilizing CDW data will use the SharePoint framework. Scope of Work: The purpose of this project is to enhance and manage SharePoint structure and organization in support in the development of content for the Corporate Data Warehouse (CDW) and support for the development of Web applications that utilize content from the CDW. The Veterans Health Administration (VHA), the Office of Informatics and Analytics (OIA) is implementing a broad data management strategy to support both informatics and analytics. The CDW is the core data store for this strategy. As VA adds more content to CDW, teams of VHA will staff will evaluate the content data models, make recommendations on comment and evaluate the content for data quality. All this work will be recorded in a SharePoint site for both the working teams and eventually for all users of the CDW. Collaboration functions both within the working teams and the larger VA community is essential for the data management success and will need to be included in the SharePoint content implementation. VHA will develop applications utilizing CDW mature data and use SharePoint as the framework for managing the applications. Period of Performance: The period of performance shall be one 12 month base period, plus one 12 month option period. Tasks: Task 1: Establish a project plan for implementing all tasks in this statement of work. Deliverable 1.1 Project Plan: Develop a project plan based on objectives and goal set out in the above statement of work as it relates to the SharePoint site for metadata support. Task 2: Create General Area on SharePoint for All CDW Users: Establish the necessary framework on the SharePoint site to create a general area for CDW users to develop content for each CDW data subject area, also known as a data domain. The work space areas shall allow for storage of artifacts and shall allow collaboration among general users. Deliverable 2.1 Requirements Collection: Capture and formally record requirements on the SharePoint site from VA BISL and VHA OIA staff to create a SharePoint framework to allow a diverse group of VA staff and contractors to capture and easily access structured, semi-structured and unstructured metadata and related documentation for multiple data domains. Deliverable 2.2 Implement SharePoint Framework: Develop, expand, test, and implement the framework requirements from Deliverable 1.2 for each content area for existing and new site data domains. Solution shall, at a minimum, use existing SharePoint technology to include the following components: "Sites - provides a single infrastructure for all business Web sites "Composites - tools and components for creating do-it yourself business solutions "Insights - provides access to databases, reports and business applications "Communities - collaboration tools "Content - content management with compliance measures "Search - enables staff to quickly find information. "A news section keeping CDW users updated on current information about data content, access procedures, planned content changes, education requirements, tips on SQL access, and other information. The contractor shall configure SharePoint to allow VHA staff to update the content as much as on a weekly basis. Deliverable 2.3 Implement SharePoint Collaboration Tools. Using existing technology available with SharePoint, create collaboration environments both for the general users of CDW. The collaboration environment, using SharePoint Communities, may consist of one or more of the following: "Blogs and discussion groups "Wiki's "Frequently asked questions "Document sharing Deliverable 2.3 Develop a Technical User Guide for General Workspace Creation. Create documentation describing how the general area is created. The documentation should describe the steps necessary to implement all components of the general area. The plan shall include, at a minimum, the following: "Specific steps one must follow to modify the existing general user area. "The document must address the configuration settings associated with each component that comprises the general user area. "The document shall contain instructions for implementing blogs, discussion groups, wikis, and frequently asked questions in this general user area. Task 3: Create Workspaces on SharePoint for Data Domain and CDW Technical Teams: Create the framework on the SharePoint site to allow for multiple work space areas to include areas for the CDW Technical Teams, clinical application coordinators, and for CDW content development, also known as data domains. The work space areas shall allow for storage of artifacts and shall allow collaboration among team members. Deliverable 3.1 Requirements Collection: Capture and record requirements on the SharePoint site from VA BISL and VHA OIA staff to create a SharePoint framework to allow a diverse group of VA staff and contractors to capture and easily access structured, semi-structured and unstructured metadata, and related documentation for multiple data domains. User management shall also be addressed. Deliverable 3.2 Implement SharePoint Framework: Develop, expand, test, and implement the framework requirements from Deliverable 1.2 for each content area for existing and new site data domains. Implement on existing SharePoint site. Solution shall, at a minimum, use existing SharePoint technology to include the following readily available components: "Sites - provides a single infrastructure for all business Web sites "Composites - tools and components for creating do-it yourself business solutions "Insights - provides access to databases, reports and business applications "Communities - collaboration tools "Content - content management with compliance measures "Search - enables staff to quickly find information. Deliverable 3.3 Implement SharePoint Collaboration Tools. Using existing technology available with SharePoint, create collaboration environments for the data domain teams, the BISL development teams, other teams as determined, and for general users of the CDW metadata. The collaboration environment uses SharePoint Communities functionality may consist of one or more of the following: "Blogs and discussion groups "Wiki's "Frequently asked questions "Document sharing. Deliverable 3.4 Develop a Technical User Guide for Workspaces Creation. Create documentation describing how a data domain workspace is created. The documentation should describe the steps necessary to implement all components of the domain team workspace. The plan shall include, at a minimum, the following: "Specific steps one must follow to modify existing or create additional CDW data domain metadata work areas. "The document must address the configuration settings associated with each component that comprises a metadata work area. "The document shall contain complete instructions for adding, modifying, or removing individual users or active directory user groups. The vendor shall assume that any one user permitted in one metadata workspace will have the same privileges for all metadata workspace. This is essentially functional based access. End users not authorized to view the metadata workspaces shall not be able to access any of the metadata workspaces. "The document shall contain instructions for implementing blogs, discussion groups, wikis, and frequently asked questions in this protected metadata workspace. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 5 pages. In response to the RFI, interested contractors shall submit the following information no later than Friday April 29, 2011 4:00PM EST to Anthony Wilson at Anthony.Wilson3@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dunn & Bradstreet number, company address, Point of contact name, phone number, fax number, and email. The subject line of the correspondence should clearly display the RFI number. Also please provide the following information in your response. A.Past Experience - Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project 2.The Prime Contract Type, Firm Fixed-Price, or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project. B. Capabilities / Qualifications: 1.Technical Capability- Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 2.Labor Categories Provide whether or not your company has a GSA schedule. If so, provide GSA contract number and relevant sins for the services. 3.Teaming Arrangements - Identification of Subcontractors, Teaming Partners, Joint Ventures and description of their core competencies that your company would team with to perform the work. 4.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? 5.Commercial availability - Description of the length of time your services have been commercially available.
