Description
It is the Government's intent to sole source the following work to Splunk, Inc. 1. GENERAL The Bureau of Reclamation (Reclamation) has a requirement for the acquisition of on-site services to upgrade and reconfigure the IT Services Division's enterprise monitoring and diagnostic software system. (Splunk). The software service will upgrade to the latest version of Splunk (v4.2.x) and configure the installation to provide more reliable operation. In addition, the contractor will implement Splunk License Manager, implement Search Head Pooling, and install/configure the following Splunk applications: Enterprise Security Suite - UNIX - Windows - Splunk Cisco Security - Web Analytics for Apache/IIS and JBoss if available. This is required to improve IT administration and security, and to better fit the need of the USBR organization including all Regional Offices. 2.BACKGROUND. The Information Technology Services Division operates Splunk as the primary IT administration and security tool to collect, search, report, monitor and analyze real-time and historical data on all IT resources to automate application and server trouble-shooting, determine causes of failures and support security incident investigations. The IT Services Division would like to purchase Splunk on-site services to perform a software upgrade, complete a custom operational configuration for Denver and the Regions and document all the work performed. 3.WORK TO BE PERFORMED BY CONTRACTORa.Migrate the current Splunk infrastructure to 4.2.x. Implement best-practice configuration and audit the configurations for deprecated commands.b.Implement license manager across two indexersc.Implement Search Head pooling (Note: If this is available/certified by the time of the engagement across two search heads.d.Install and configure Splunk applications for splunkbase (as available). Evaluate performance and maybe implement summary indexing on key panels/views. These applications are: UNIX-Windows-Splunk Cisco Security-Web Analytics for Apache/IIS and JBoss if available.e.Implement Enterprise Security Suite:i.Walk through of the ESS application at project start.ii.Installation and configuration of the Security Suite applicationiii.Official Security Suite documentationiv.Deployment and Configuration specific documentation for non-standard implementation components.v.Security Suite Knowledge Transfervi.Installation and configuration of up to 10 supported data sources:1.20+ forwarders and syslog-ng host2.Standard Sources:a.Unixb.Snare:Systemc.Snare:Applicationsd.Snare:Securitye.Syslogf.Cisco_pixg.Cisco_asah.Cisco i.Oraclef.Development, Installation and configuration of custom data source. Custom sources: apache_error (mod_security) and apache_common.g.Provide complete documentation of all work performed. 4.GOVERNMENT-FURNISHED MATERIALS/SERVICES.a.Coordination by IT personnel during visit to allow vendor system access to perform required work.b.Review and approval of work and documentation. 5.SUMMARY OF DELIVERABLES.a. Upgrade the BOR Splunk infrastructure from version 4.1.5 to version 4.2, b.Implement Splunk License Managerc.Implement Search Head Poolingd.Install and configure the following Splunk applications: Enterprise Security Suite - UNIX - Windows - Splunk Cisco Security - Web Analytics for Apache/IIS/JBoss if available.e.Complete documentation of all work performed. INTENT TO SOLE SOURCE DUE TO PROPRIETARY INFORMATION (CODEBASE) OF THE SPLUNK SOFTWARE NEEDED FOR CONFIGURATION.
