Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS ELIGIBLE UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB) Set Aside. The Veterans Health Administration located in Altoona, PA intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for Design/Build Services. Work will include design services and complete construction. The Contractor will furnish a Professional Engineers design services and seal to provide field investigation, plan review with the Contracting Officer, COTR and VA Medical Staff, design, technical specifications, working drawings, cost estimates, as-built drawings, construction period services, and site visits for Project No. 503-11-122, "Life Safety Deficiencies". The Contractor will also supply and install all labor materials and equipment to install the approved drawings. The contractor will be responsible for all construction activities including but not limited to (permits, coordination and weekly updates, testing, inspection, temporary signage, barricades, etc.). Background: Life Safety Deficient items have been identified throughout the campus including, smoke barriers not meeting standards, sprinklers exceeding distance from ceilings, fire alarm panels not provided with smoke detection, doors not properly fire rated, unprotected penetrations in smoke barriers, enclosures not rated properly, self-closer missing from hazardous area doors, exit signs missing, non-compliant sprinkler installed in stairwell, escutcheion plate missing from the sprinkler, sprinkler missing in area of buildings, separation wall for storage and processing, door and hardware replacement and minor design of sprinkler layout for rooms. Design must be in compliance with all applicable codes for specific trades, VA policy/standards using the VA specification, VA standard details and VA Design Manuals (found at http://vaww4.va.gov/infectiousdiseases/spd/designguide.asp, http://www.cfm.va.gov/til/spec.asp, http://www.cfm.va.gov/til/dManual.asp, http://www.cfm.va.gov/til/sDetail.asp), as-built drawings shall be provided, and construction period services shall be provided (inspections, submittals, meetings). Both the Design and Construction shall be in accordance with the solicitation documents, specifications and drawings. The contractor shall also follow all VA policies and standards. Tasks associated with this project include but are not limited to preparation of design specifications, drawings, as-builts, phasing, site for building operations, including demolition and removal of existing infrastructures. This project includes various disciplines of work to include Architectural/Engineering Services, General Construction, Alterations, Equipment, Utility Systems, Temporary Environmental Controls, Construction Waste Management, and other various operations to complete all work required. Performance period is 120 calendar days from receipt of the Notice to Proceed for both Design and Construction Period Services. No construction will begin until the Design is 100% Complete and accepted by the Government. The Solicitation, Specifications and Deliverables will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Offerors must be registered in vetbiz at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Interested Vendors Mailing List and to obtain copies of the Interested Vendors Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million annual receipts for the past three years. The cost range is between $100,000.00 and $250,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of the FedBizOpps website only. All questions regarding this solicitation must be submitted in writing by email to Daniel.Shea2@va.gov, all questions pertaining to this solicitation must be received in writing no later than 2:00 P.M. Seven (7) business days prior to the deadline for the receipt of proposals. No telephone request will be honored. All responses to questions will be posted to the web site. Solicitation Issue Date will be on or about May 10, 2011. A pre-bid conferences/site visit will be conducted for this solicitation on May 24, 2011 at 10:00 A.M. Please meet in Building 2 Room 106, NO earlier than Ten (10) minutes prior to the meeting time, located at the VA Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602. Proposals must be received and acknowledged by a member of the Contracting Department in Building 2 / New Addition / Room # 122-2 no later than 10:00 A.M. on June 10, 2011.
