Description
The U. S. Department of Transportation, National Highway Traffic Safety Administration (DOT/NHTSA) intends to award a Sole Source Firm Fixed Price contract to Dynatest Consulting, Inc. to perform extensive inspection, refurbishment and upgrade of its Dynatest Skid Traction Testing System located at the U. S. Department of Transportation San Angelo Test Facility (SATF), located at Goodfellow Air Force Base, San Angelo, TX. NHTSA's Office of Vehicle Safety Compliance (OVSC) purchased the Dynatest 995‑2 Tire Traction Testing System from Dynatest Consulting, Inc. in 2004. Therefore, the entire System and any and all refurbishments and upgrades to it are considered propriety to Dynatest, Inc. This System requires major inspections or upgrades that have not been performed since it was originally purchased. The System is used to perform regulation verification tests for the Uniform Tire Quality Grading Standards (UTQGS) consumer information regulation which requires gradings for temperature, treadwear and traction. The System is used to calibrate the asphalt and concrete test surface and enforcement verification for wet traction testing. The System has provided satisfactory performance in all aspects of operation, and OVSC expects it to perform similarly for at least another seven years with proper upgrades and maintenance. Dynatest will ship the Skid Trailer System from the US Department of Transportation's San Angelo Test Facility (SATF), located at Goodfellow AFB, TX, to its facility in Westland, MI. Performance of the refurbishment and upgrades required will take place at the Contractor's facility. Upon completion, the Skid Trailer System will be shipped back to the SATF for final inspections and testing of the refurbished and upgraded System to ensure that all changes and upgrades made and installed are in full and correct operational condition. The expected Period of Performance is Six (6) Months. Any questions or comments regarding this action must be submitted in writing via e-mail to Brenda.Brummer.ctr@dot.gov.
