Description
This is a REQUEST FOR INFORMATION (RFI) NOTICE for Market Research ONLY to obtain vendors capable of performing the Physical and Chemical Characterization of Improvised Explosives. NO AWARD will be made from this RFI. NO SOLICITATION, SPECIFICATONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Federal Bureau of Investigation (FBI) intends to negotiate Indefinite Delivery-Indefinite Quantity, fixed price contracts (base and four one year option periods) for the procurement of small scale safety testing, thermal stability examination, and explosive characterization such as diameter effect/critical diameter testing of various improvised explosives for the FBI. Improvised explosives consist of suitable combinations of fuels and oxidizers (either as physical mixtures or incorporated at the molecular level) that can have energetic potential. Tests previously performed have included measurements of the safety, hazards, thermal stability, stability, and explosive performance characteristics of these energetic materials. Safety and hazard characterization of improvised explosives provides crucial information regarding their safe handling and manufacturing. Performance characterization experiments test the explosive in a variety of scenarios to determine its explosive potential and quantify its energy release. Contractors proposing on this solicitation will be required to submit pricing and procedures with their proposal. The FBI would like to gather information from the scientific community on vendors capable of performing these functions. All interested parties are requested to provide detailed information to include, but not limited to, business size, capability, past performance providing these services to the U.S. Federal Government.
