Description
The Clement J. Zablocki VA Medical Center has a requirement to upgrade the emergency generator controls and provide synchronization for the emergency generators in building 111. The project was developed in January, 2011 and has been in design since February 02, 2011. Abbreviated Scope of work follows: Work includes the complete construction services to meet current VA standards, criteria, regulations, and design guides and to accommodate the current and future electrical loads. Project must meet current VA standards, criteria, regulations, and program guides and design manuals. The project is to include but not limited to: 1. Replacement of the Building 111 main emergency generators with (3) 1.5KW, including commissioning 2.Replacement of controls 3.Replacement synchronizing gear 4.Replacement of buss and connections, MCC 5.Replacement of exhaust systems and cooling systems, pumps, and fuel systems 6.Modifications to the load shed system 7.Expansion of existing metering and reporting and monitoring of generator 8.General construction, alterations, foundations, equipment pads, and building expansion 9.Design and implementation for temporary power requirements (e.g. temp gen set) to provide backup emergency power to the hospital during construction 10.Arc Hazard and Coordination Studies, Power outage planning and phasing to minimizing down times. 11.Relocation of existing utilities, including underground as required for the building expansion END OF SCOPE OF WORK (Scope of Work subject to change - solicitation will govern) PROSPECTIVE BIDDER NOTES: In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) construction firms. The solicitation is planned to be issued on/about May 10, 2011 with Bids due 30 days after (dates subject to change, to be specified in the solicitation). The bidder is responsible to monitor and download any amendments from Fedbizops (www.fbo.gov) which may be issued to this solicitation. There will be one pre-construction site visit held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. No additional pre-bid meeting or site visits will be held. The project magnitude range is between $1,000,000 and $5,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 million applies. All interested parties must be registered in the Central Contractor Registration (CCR) Database and VetBiz Vendor Information Pages at www.vip.vetbiz.gov as a Service Disabled Veteran Owned Small Business (SDVOSB) firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening. If you are not registered with CCR, you may request an application via phone at 1-888-227-2423 or register online at http://www.ccr.gov. To complete Representations and Certifications with ORCA, you may go online at https://orca.bpn.gov. Award will be contingent upon funding availability. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB and VOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. SDVOSB or VOSB also must be registered in the Central Contractor Registration (CCR) to be eligible to receive an award under the program.
