Description
United States Special Operations Command (USSOCOM) anticipates an urgent need for approximately 250 Non-Standard Commercial Vehicles of the following types: 125 dual cab pickups and 125 sport utility vehicles. This procurement will be accomplished using limited competition procedures IAW FAR 6.302-2, Unusual and Compelling Urgency and therefore responses to this notice and Government market research will be used to limit competition. Vendors responding to this notice and who are determined to be responsible IAW FAR 9.104-1 increase their chances of receiving an RFP and being able to compete. SALIENT CHARACTERISTICS OF THE VEHICLES AND DELIVERY REQUIREMENTS: Vehicles will be the latest model vehicles typically found in central Asia (e.g., Toyota Hilux, Toyota Prado, Mitsubishi Pajero, and Land Rover Defender); armored against ballistic threats (specifications will be defined in the RFP); 4x4 wheel drive with heavy duty brakes and suspension to accommodate increased curb weight; full skid plates and running boards; diesel engine; left hand steering; additional modifications will also be included in the RFP; delivery of all vehicles to be complete within 90-120 days after contract award. Interested vendors shall have the capability to import/export all vehicles. Interested vendors will need to provide the following information to determine if: (a) has adequate financial resources to perform the contract, or the ability to obtain them (see 9.104-3(a)). (b) is able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments. (c) has a satisfactory performance record (see 9.104-3(b) and Subpart 42.15). (d) has a satisfactory record of integrity and business ethics (for example, see Subpart 42.15); (e) has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors). (See 9.104-3 (a).) (f) has the necessary production capacity, construction, and technical equipment and facilities, or the ability to obtain them (see 9.104-3(a)); and (g) is otherwise qualified and eligible to receive an award under applicable laws and regulations (see also inverted domestic corporation prohibition at FAR 9.108). If the unusual and compelling requirement occurs a presolicitation synopsis will not be posted IAW 5.202(a)(2). Also, the final RFP will be sent to the individual vendors and will not be posted on the FEDBIZOPPS website. Vehicles will be evaluated in accordance with the RFP. The North American Industry Classification System (NAICS) is 336112 with a small business size standard of 1000 employees.
