Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7460, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50, effective 16 MAR 2011. NAICS code 334416 applies. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a sole source firm fixed price purchase order to Ultra-EMS for USNS LEWIS & CLARK for the following services: The requested period of performance for the below service is 28 April-28 July, 2011 Technical Manual Update: 1.0 ABSTRACT 1.1 This item describes the requirement to develop updates/revisions to T9475-AA-MMC-010, "Technical Manual, Degaussing System, Advanced Model for USNS LEWIS AND CLARK (T-AKE 1) Class; Installation, Operation and Maintenance Instructions". 2.0 REFERENCES/ENCLOSURES 2.1 REFERENCES: 2.1.1 Technical Manual T9475-AA-MMC-010, "Degaussing System, Advanced Model for USNS LEWIS AND CLARK (T-AKE 1) Class; Installation, Operation and Maintenance Instructions". 2.1.2 MIL-STD-38784, "STANDARD PRACTICE FOR MANUALS, TECHNICAL GENERAL STYLE AND FORMAT". 2.1.3 S0300-AX-GYD-010, "HULL, MECHANICAL AND ELECTRICAL EQUIPMENT/SYSTEMS TECHNICAL MANUAL PRODUCTION AND STYLE GUIDE". 2.1.4 DOD Manual 5220.22-M, "DEPARTMENT OF DEFENSE SECURITY MANUAL FOR SAFEGUARDING CLASSIFIED INFORMATION". 2.2 ENCLOSURES: None. 3.0 ITEM LOCATION/QUANTITY/DESCRIPTION 3.1 LOCATION: Contractor's facility. 3.2 QUANTITY: As noted. 3.3 DESCRIPTION: 3.3.1 Develop updates/revisions to technical manual listed in paragraph 2.1.1 of this work item. 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: 4.1 EQUIPMENT: None. 4.2 MATERIAL: None. 4.3 SERVICES: 4.3.1 MSFSC will provide technical manual revision number to be used for development of revised technical manual. 4.3.2 MSFSC will provide copy of current Allowance Parts List (APL) for Degaussing System, Advanced Model. 4.3.3 MSFSC will provide copies of the following: a. Technical Manual Certification Sheet, Form 4160-8 b. Technical Manual Validation Sheet, Form 4160-3 c. In Process Review Form 5.0 NOTES: None additional. 6.0 QUALITY ASSURANCE REQUIREMENTS: 6.1 All work performed and services provided shall be to the satisfaction of the MSFSC representative. 7.0 STATEMENT OF WORK REQUIRED 7.1 Develop updates/revisions to reference 2.1.1 to reflect the accomplishment of the following: 7.1.1 Incorporate changes to the Degaussing System, Advanced Model due to component obsolescence. These components include the following: a. The DCU Assembly Single Board Computer (SBC) Assembly (EMS Part Number 456D9012-1) b. The DCU keypad encoder (EMS Part Number 456D9013-1) c. The BPAU Assembly SBC (EMS Part Number 456D9011-1) d. The HUB Assembly Ethernet Switch (EMS Part Number 456D1006-3) 7.1.2 Incorporate changes to the ADS due to BPAU changes to conform to the actual ship board conditions. These changes include the following: a. Modifications of the Analog Control CCA (EMS Part Number 880D3004-5) to optimize the BPAU for operation with very large inductive loads. b. Modifications to the IGBT Driver CCA (EMS Part Number 880D3007-1) to optimize the BPAU for operation with very large inductive loads. c. Modifications to the Low Voltage Power Distribution CCA (EMS Part Number 880D3006-3) to improve the regulation of the low voltage power supplied to the SBC assembly to eliminate nuisance booting issues. 7.1.3 Incorporate changes to the DCU to add "Data Logging" functionality. 7.1.4 Incorporate changes to the Troubleshooting Section to include detailed troubleshooting procedures based on actual lessons learned in the field. These procedures to include photographs and/or drawings of the associated assemblies to clearly identify test points, test methods, common problem areas and diagnostic procedures. 7.1.5 Incorporate changes to the Corrective Maintenance Section to include modifications to the onboard and depot level spares list. This list to include the following: a. Replacement kit for IGBTs and IGBT Driver CCA's (EMS Part Number 456D9010-1) b. Replacement kit for BPAU SBC assembly (EMS Part Number 456D9011-1) 7.1.6 Incorporate changes to the Scheduled Maintenance Section as required based on lessons learned in the field. This includes the addition of particulate air-filter material and recommended cleaning. 7.1.7 Incorporate changes to the Software User Interface procedures to clarify these procedures and additional procedures for exporting "Data Logging" information. 7.1.8 Incorporate all known service bulletins issued from the manufacturer as of the date of this service order, that apply to the T-AKE class of ships. 7.2 Preparation of Drawings: 7.2.1 Update technical manual drawings and schematics as required. 7.3 Review current Allowance Parts List (APL) associated with reference 2.1.1 to ensure proper identification and marking of supply material is correct. MSFSC will provide copy of current APL. Contractor shall provide markup of APL to indicate recommended changes. 7.4 Review reference 2.1.1 to determine if the content is correct and current for all modifications, alterations and/or revisions installed on the T-AKE class of ships. 7.5 Submit one (1) paper copy and one (1) electronic copy of (draft) technical manual for MSFSC review. 7.6 Incorporate MSFSC review comments into final revised technical manual. 7.7 Submit final revised technical manual. 7.7.1 Submit ten (10) paper copies of final revised technical manual. The technical manual shall be permanently imprinted by mechanical means and the cover shall be durable to withstand frequent handling and exposure to oil and water. The binding shall permit adding and removing pages. 7.7.2 Submit ten (10) electronic copies of final revised technical manual on CD-ROM. Electronic copies shall be provided in Portable Document Format (.pdf) with chapter bookmarks and shall be text searchable using Optical Character Recognition (OCR). 7.7.3 All manuals shall include the following, as applicable (commensurate with the complexity of the equipment): Note: Manuals do not have to be provided in the order listed below. a. Cover and Title Page b. Manufacturer's Name and Address c. Equipment Name and Application d. Table of Contents (including a list of drawings and tables) e. Safety Precautions (Cautions, Warnings, and Notes) f. General Theory of Operation - Complete functional description of equipment based on a block diagram. - Complete explanation of mechanical features using block diagrams or cutaway drawings. - Major assemblies broken into individual circuits, accompanied by complete circuit analysis keyed to a simplified schematic. - Brief descriptions of complex and unusual circuits. - Voltage waveforms at significant point in the circuit. - Memory maps and a description of microprocessor functions. g. Preparation for use, installation, and initial adjustment instructions. h. Operational Instructions i. Maintenance Instructions (Preventive and Corrective) j. Cleaning and Lubrication Instructions k. Performance Verification and Test Features l. Frequency of Adjustment/Test Equipment m. Trouble Shooting Instructions n. Disassembly, Repair, Replacement and Reassembly Instructions o. Installation Instructions p. Diagrams, Illustrations, and Schematics q. Parts List Data - The parts list will identify all parts necessary to provide for 100% bill of material. The following requirements apply to the parts list: - Original Equipment Manufacturer (OEM) part number, OEM commercial and Government Entity (CAGE) code, if available, or OEM Description, address and telephone number. - All parts shall be keyed (using index numbers) to exploded view drawings. - Parts in the listings shall be grouped by assemblies, subassemblies, and modules. Parts shall be identified in the assembly in which they are components. - Parts listed in the technical manual will match the Technical Support Data (TSD) parts list as referenced by section 7.7.5. 7.7.4 All data shall be submitted in the English language only. The contractor shall submit a revision whenever engineering changes and/or modifications occur which add to, delete from, or modify previously submitted Technical Support Data (TSD), (including changes to manufacturer's part numbers). 7.7.5 When TSD documents are prepared by a contractor other than the Original Equipment Manufacturer (OEM), the preparer shall be identified by their company's name, address, telephone number and point of contact. 7.7.6 The TSD documentation consists of a bill of materials/list of all repair parts, assemblies and subassemblies, special tools and test equipment required to maintain, repair or overhaul the equipment/components as specified by an illustrated parts breakdown. The documentation shall include as a minimum the following technical data for each individual part, assembly and subassembly for the equipment/components specified: a. OEM's part number b. OEM's Commercial and Government Entity (CAGE) code (if no CAGE is available, provide OEM address, description and the telephone number). c. OEM's drawing that identifies the part (illustrated parts breakdown). d. Characteristic/name plate data/certification data for the end item/assembly and all equipment sub-assemblies. Nameplate data is required for all new equipment adds, replacements, relocations, removals or modifications. e. Item name f. Reference Symbol Number (for Electronic Provisioning only). g. Production lead time (if known). h. Unit of issue i. Unit price j. Unit of measure 7.7.7 TSD or parts of it, containing classified information shall be protected and marked according to the DOD Manual 5220.22-M, "DEPARTMENT OF DEFENSE SECURITY MANUAL FOR SAFEGUARDING CLASSIFIED INFORMATION". 7.7.8 All manuals shall include the following: a. Technical Manual Certification Sheet, Form 4160-8 b. Technical Manual Validation Sheet, Form 4160-3 c. Training video: 1.0 ABSTRACT 1.1 This item describes the requirement to develop a detailed training video for the operation, troubleshooting, maintenance and repair of the Degaussing System, Advanced Model for the USNS LEWIS AND CLARK (T-AKE 1) Class. 2.0 REFERENCES/ENCLOSURES 2.1 REFERENCES: 2.1.1 Technical Manual T9475-AA-MMC-010, "Degaussing System, Advanced Model for USNS LEWIS AND CLARK (T-AKE 1) Class; Installation, Operation and Maintenance Instructions". 2.2 ENCLOSURES: None. 3.0 ITEM LOCATION/QUANTITY/DESCRIPTION 3.1 LOCATION: Contractor's facility/shipboard. 3.2 QUANTITY: As noted. 3.3 DESCRIPTION: 3.3.1 Develop a detailed training video for the operation, troubleshooting, maintenance and repair of the Degaussing System, Advanced Model for the USNS LEWIS AND CLARK (T-AKE 1) CLASS. 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: 4.1 EQUIPMENT: None. 4.2 MATERIAL: None. 4.3 SERVICES: None. 5.0 NOTES: None. 6.0 QUALITY ASSURANCE REQUIREMENTS: 6.1 All work performed and services provided shall be to the satisfaction of the MSFSC representative. 7.0 STATEMENT OF WORK REQUIRED 7.1 Develop a professionally produced, detailed training video for the operation, troubleshooting, maintenance and repair of the Degaussing System, Advanced Model for the USNS LEWIS AND CLARK (T-AKE 1) class of ships including the following: 7.1.1 Pre-production to include on-site research through final draft writing of script. 7.1.2 Production to include on-site shooting, director, camera operator, all equipment, all materials, and recording media. 7.1.3 Post Production to include video editing, assembling program, title graphics, editing narration, audio elements, audio studio, professional narrator, music licenses, menu design, DVD programming, video encoding, approval copies, and materials. 7.2 Incorporate any and all upgrades, alterations and modifications to the Degaussing System, Advanced Model as of the date of this service order, that apply to the T-AKE class of ships, in the production of the training video. 7.3 Incorporate all service bulletins issued from the manufacturer of the Degaussing System, Advanced Model as of the date of this service order, that apply to the T-AKE class of ships, in the production of the training video. 7.4 Submit one (1) paper copy and one (1) electronic copy of pre-production final script draft for MSFSC review and comment. 7.5 Incorporate MSFSC review/comments into final script and final edited, detailed training video. 7.6 Submit one (1) copy of post-production edited detailed training video DVD for MSFSC review and comment. 7.7 Incorporate MSFSC review/comments into final edited, detailed training video. 7.8 Submit one (1) duplication master DVD of final edited, detailed training video. Duplication master DVD format to be submitted by contractor and approved by MSFSC. NOTE UNDER PROVISIONS OF THE ISSUED PURCHASE ORDER, MSFSC WILL BE PERMITTED TO MAKE COPIES OF THE DVD AS REQUIRED TO ALLOW FOR DISTRIBUTION TO SHIPS, WITHIN MSC, AND TO OTHER US NAVY COMMANDS. 7.9 Manufacturer's Representative: None required. 8.0 GENERAL REQUIREMENTS: None additional. CONTRACTOR ACCESS TO MSC SHIPS 1. El Paso Intelligence Center (EPIC) clearance is required to gain gangway access to all USNS vessels. EPIC clearance is separate from base access. 2. If required for a ship check, or upon receipt of a purchase order, the contractor must request an EPIC form from Marlo Dent and James Phillips via email to marlo.dent.ctr@navy.mil and james.b.phillips2@navy.mil. The completed form shall be returned to both individuals via email. 3. When the EPIC clearance is received, MSFSC Command Security will promulgate a letter for base access for cleared personnel and forward it to base security. 4. EPIC requests typically require five business days for clearance.
