Description
This is a Sources Sought/Market Research announcement to identify interest in the 5"/54 Navy Gun MK186/MK64 projectile body for procurement. This announcement is in support of Market Research performed by the United States Army Contracting Command - Rock Island and will be used to determine interest in 5"/54 Navy Gun MK186/MK64 projectile body production, as a manufacturer of the 5"/54 Navy Gun MK186/MK64 projectile body. The Navy is the end user of the 5"/54 Navy Gun MK186/MK64 projectile body. The projectile body is a major component of the Navy high explosive ammunition that is fired from the Navy's 5" Gun System. The 5"/54 Navy Gun MK186/MK64 projectile body may consist of, but is not limited to the following: 5"/54 Navy Gun MK186/MK64 Projectile Body, NSN 1320-01-313-3697; P/N 6573623 Methodology for the 5"/54 Navy Gun MK186/MK64 Projectile Body: a. Description: The 5"/54 Navy Gun MK186/MK64 projectile body is approximately 21" long, has a finished weight of approx. 57 Lbs and is made from 1050 steel with a minimum yield strength of 78,000 psi., and there are additional restrictions on the steel chemistry. The body has a swaged rotating band applied to it, and a thin steel disc welded to the aft end of it. Due to the fact that the body will later be filled with an explosive, and fired from a gun, there are rigorous quality assurance requirements including 100% Ultrasonic Inspection, and numerous other 100% inspections. b. Notice: The Technical Data Package (TDP) associated with the 5"/54 Navy Gun MK186/MK64 Projectile Body is classified as Distribution D limited distribution. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to gail.thompson2@us.army.mil, request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be mailed to those certified offerors. Please allow two weeks for delivery. If you would like faster delivery send your company Federal Express Account number for this one time use. c. Critical Processes/Skills: Producing these bodies typically requires long stroke, high tonnage forging capability, nosing capability, specialized heat treatment capability and machining capability. The Technical Data Package requires protective finishing on both the ID and the OD of the Body. The final dimensions of the projectile body have tolerances as tight as 0.005" and specialized gauges are required to measure certain attributes of the Body. This item contains "Critical Defects" which involve specialized inspections, which includes the Ultrasonic Inspection discussed above. Critical skills required include engineers, billet heating and forge operators, Computer Numerically Controlled (CNC) programmers, machinist, production management and ultrasonic testing inspection operators Manufacture of the 5"/54 Navy Gun MK186/MK64 projectile body does require specialized/critical skills or facilities. Responses: The Government's interest would be between 5,500 - 64,000 5"/54 Navy Gun MK186/MK64 projectile bodies thru FY15. Interested companies are requested to provide a written response to the POC listed below. The response shall include: A brief description of skills and equipment required to manufacture 5"/54 Navy Gun MK186/MK64 projectile body. These skills must be available with sufficient experience and proficiency to produce these items in a timely and efficient manner. The description shall also identify the availability of the appropriate maintenance, tooling, and manufacturing engineering skills required to support quality production of this item. A respondent must currently possess a majority of these processes in-house and demonstrate provisions for obtaining the remainder without significant delay. Interested companies shall also include a rough order of magnitude estimated unit price for quantities between 5,500 up to 25,000 yearly. Interested companies shall also provide minimum and maximum monthly production requirements and any production limitations. This announcement is for INFORMATION and PLANNING PURPOSES ONLY and should NOT be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Proposals and no contract will be awarded from this announcement. Requests for solicitation will not receive a response. It is expected that all the 5"/54 Navy Gun MK186/MK64 projectile body will be purchased via a Technical Data Package. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate.
