A Pre-Proposal conference will be held by the Government on 29 April 2011 at 1400. The conference will be located at Patrick Henry Village, Bldg 4493, Heidelberg DSO Annex, 69124 Heidelberg. The purpose of the conference is to provide clarifications to offerors regarding the requirements outlined in the RFP. The Government will not conduct individual (one-on-one) discussions with offerors during this conference. Instead, all offerors will address their questions or concerns in the public venue and all Government responses will be addressed to all offerors. The one exception to this rule is regarding any questions containing propriety information that an offeror does not wish to make known to the public. Offerors are asked to meet at the main gate (Spreyer Strasse) of Patrick Henry Village no later than 1330 local time in order to be signed in (if needed). ****************************************************** The Department of Defense Dependents Schools Europe (DoDDS-E) intends to issue a Request for Proposal (RFP)/Solicitation - HE1280-11-R-0010 - for the acquisition of contractor support services for Special Education (SPED) student transportation services for authorized dependents of military and civilian employees of the Department of Defense (DoD) residing within the Heidelberg, Mannheim and Wiesbaden Communities/Heidelberg District. The DoDDS-E Acquisition will be a Requirements type contract with task orders being issued on a Fixed Price basis. The term of this contract shall be for the period beginning on 01 August 2011 and shall continue through 31 July 2012. If an option(s), specified below is exercised, the term of the contract shall be extended as follows: Option Year 1: 01 Aug 2012 - 31 July 2013 Option Year 2: 01 Aug 2013 - 31 July 2014 Option Year 3: 01 Aug 2014 - 31 July 2015 Option Year 4: 01 Aug 2015 - 31 July 2016 (Wiesbaden Only) The Contractor shall provide all personnel, supervision, services, vehicles, and equipment necessary to safely transport students and other authorized individuals to and from their designated schools and alternate sites for classes and authorized school activities, to include Career Practicum or other curricular shuttle runs as identified on the route schedules provided by the Government. SAFETY of the passengers is of highest priority in the performance of contract services. This acquisition will be conducted using Full and Open Competition Procedures. The North American Industry Classification System (NAICS) Code is 485991 - Special Needs Transportation and the size standard is $7M. The Government intends to make a Best Value Source Selection Decision using the Tradeoff Process in accordance with FAR Part 15. The directions for proposal submission will be included in the solicitation. This will be an electronic solicitation release; no hard copies will be mailed.
