Description
This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS). The purpose of this notice is to identify potentially qualified sources. After completing an analysis of the responses, the Government will determine if there are adequate qualified Small Businesses, SBA-certified HUBZone, SBA-certified 8(a), or Service-Disabled Veteran-Owned Small Businesses (SDVOSB) contractors available who meet the specific criteria outlined below. The U. S. Department of Agriculture (USDA), Agricultural Research Service (ARS), is looking for sources for renovation and repairs to Building #374, the Plant Pathogen Containment Headhouse/Greenhouse (HH/GH), located at Fort Detrick, Maryland. The work consists primarily of renovations and replacement to the mechanical, electrical and plumbing systems (M/E/P) located in the building's attic, which serve the HH/GH. The work also consists of installation of new exhaust fans on the roof, a new air handling unit at grade and new temporary HEPA housings and exhaust fans located at grade. The renovation and repairs to Building #374 will be performed while the building is OCCUPIED. Building #374 is a CONTAINMENT facility. While most of the work will be outside of the containment area, some activities will require entering and leaving the containment laboratory. For these activities it will be necessary for the contractor to conform to the requirements for entering and leaving the laboratory. The NAICS code is 238220 with a small business size standard of $14 million. The construction range is estimated to be between $1 Million and $5 million. Interested firms having the skills, qualifications and capabilities to perform this work should submit a Capabilities Statement of no more than 10 pages that includes the following information: (1) Provide your company name, address, point of contact; phone number, e-mail address, and DUNS number; (2) Identify whether your firm is a 8(a), HUBZone, SDVOSB, or small business firm; (3) Identify the number of employees in your company; (4) Identify your ability to obtain bonds, with an acceptable surety company listed on Treasury Circular 570, for a project whose value is estimated between $1 million and $5 million; (5) Identify your current work load, specifically the total number of current contracts/orders, and their cumulative total dollar value; (6) Identify your professional qualifications necessary for satisfactory performance of the required task; (7) Identify your specialized experience and technical competence in the type of work required; (8) Identify the name and address for any subcontractors that you would intend to use on this project; (9) Provide a description of your construction experiences as a prime contractor for projects of a similar size and complexity; (10) Provide a description of your construction experiences as a prime contractor for projects that involved work associated with laboratory HVAC systems, and; (11) Provide a description of your construction experiences as a prime contractor for projects that involved work within an occupied building. THIS IS NOT A SOLICITATION ANNOUNCEMENT OR REQUEST FOR PROPOSAL. THIS DOES NOT CONSTITUTE ANY COMMITMENT BY THE GOVERNMENT. NO AWARD WILL RESULT FROM THIS NOTICE. RESPONSES TO THIS SOURCES SOUGHT NOTICE WILL BE USED BY THE GOVERNMENT TO MAKE AN APPROPRIATE ACQUISITION DECISION. ARS WILL NOT AWARD A CONTRACT ON THE BASIS OF RESPONSES OR PAY FOR THE PREPARATION OF ANY INFORMATION SUBMITTED. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THIS NOTICE. NO SITE VISITS TO THE FACILITY ARE ALLOWED. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, or small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition.
