Description

The Naval Air Systems Command intends to award a Firm Fixed Price (FFP) Delivery Order under NAVAIR BOA N00019-06-G-0011 to ITT/ Northrop Grumman, A Joint Venture for the AN/ALQ-165, Airborne Self- Protection Jammer (ASPJ) Traveling Wave Tube (TWT) procurement. The ASPJ/ TWT consist of approximately five (5) Systems for Finland and four (4) Systems for Switzerland. This action is being awarded on a sole source basis to ITT/ Northrop Grumman, A Joint Venture. As the sole designer, developer, and manufacturer of the AN/ALQ-165, ITT/ Northrop Grumman, a Joint Venture is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not intend to use the provisions of FAR Part 12 for this acquisition. This notice of intent is neither a request for proposals nor a solicitation of offers.
