- This is a SYNOPSIS for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. Naval Construction Battalion Center (NCBC), Gulfport, MS has a requirement for Civilian Enterprise (CE) newspaper. FISC Jacksonville intends to award a contract for one year base and four one year option periods. The resultant award will be a no cost type contract. CE contracts are not subject to Federal Acquisition Regulations (FAR), or the Defense Federal Acquisition Regulation Supplement (DFAR), since they are based on an exception to the Government Printing and Binding Regulations published by the Congressional Joint Committee on Printing. It is understood that the newspaper will comply with all applicable provisions of the Department of Defense Instruction (DODI) 5120.4, governing Civilian Enterprise Publications, Secretary of the Navy Instruction (SECNAVINST) 5720.44B, other applicable regulations, and all specific and implied conditions stated in the solicitation. All offers will be required to submit a technical proposal in accordance with the instructions in the solicitation. Only vendors registered in Central Contractor Registration (CCR) will be considered for contract award. See www.ccr.gov for information on registering.
