- The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.501) with Sorin Group USA, 14401 W. 65th Way, Arvada, CO 80004 as the only responsible source that can provide a heart-lung bypass unit. These systems shall meet the following essential characteristics: cables, three single roller pumps, pump trays, tubing gates, tubing locks, display modules, sensors, shelves, gas blender, monitors, lamp, and centrifugal pump. The unit shall have more than 5 pump positions for flexibility during the procedure based on patient need. The unit shall be modular in configuration. The unit shall have a locking wheel/knob mechanism for inclusion adjustment to prevent accidental adjustment. The unit shall have display channels for the following values: flow rate, temperature (up to 8), pressure (up to 8), timing (up to 4), and cardioplegia. The unit shall have audible and visual alarms, ultrasonic bubble detection, and roller pump-head covers. The unit shall be able to last for up to 120 minutes on auxiliary power (backup) and have a manual crank. The unit must be compatible with the installed base of Sorin Group USA heart-lung bypass units. The voltage requirements of the heart-lung bypass unit are 110 VAC, 60 Hz, less than 10Amps, and single phase. The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. Based on the above information, the only technically acceptable system is provided by Sorin Group. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
