- Request for Information VA-701-11-RI- 0255 VEHU 11-10 Virtual VEHU Creative Work AV Introduction: This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The purpose of this RFI is to identify qualified Open Market or GSA Schedule contractors who are able to meet VA's requirements, understand GSA Schedule pricing and discount practices and other market information readily available. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for user experience program support Services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. Background: The VA eHealth University is part of the Office of Health Information (OHI). VA eHealth University (VeHU) is VA's annual training conference that provides education on the Computerized Patient Record System (CPRS) and related clinical software (VistA) developed by the Veterans Health Administration (VHA). Every year, VeHU highlights innovations towards patient care through training classes on VHA's clinical informatics products. In order to provide an engaging and educational online learning resource, VA initiated development of a single web based modality learning environment that when launched shall serve to introduce and guide VA staff thru the many online resources available from past VA eHealth University conferences. This modality includes, but is not limited to, online performance support to guide potential trainees to pertinent training materials, a rating system for existing web-based training courses, and other valuable learning based functionalities. Senior leadership has decided to host a Virtual VeHU conference prior to, and in addition to, the annual face to face VeHU conference. This project shall allow the Veterans Administration Medical Center (VAMC) staff to experience the Virtual VeHU conference by virtue of a performance support web based environment that guides trainees to the appropriate training courses via the MyVeHU Campus web site. The Virtual VeHU conference is scheduled to occur in November or December 2011. Although the Virtual VeHU conference will be broadcast to remote attendees, due to the complex nature of this project, there will be physical hosting requirements from a central hosting venue/base of operations. Scope of Work: The contractor shall perform creative work and audiovisual support for the Virtual VeHU Conference, scheduled to occur in November/December 2011. The contractor shall perform pre-event tasks in preparation for the hosting of the Virtual Conference. Marketing and branding for the Virtual Conference will be an integral part of these pre-event tasks. As part of these efforts, the contractor shall provide virtual set designs, audiovisual and network designs, conference logo and graphics, video and media production, screen saver and desktop wallpaper designs, and conference brochure and site banner designs. Contractor shall also participate in pre-event site visits in preparation for the Virtual Conference. The contractor shall provide all hardware and on-site audiovisual support services to support and host the Virtual Conference, to include general session, lecture sessions, learning lab sessions, exhibit hall sessions, highlights videos, daily infomercials, and downloadable media content. Contractor shall conduct the Virtual VeHU conference hosting activities utilizing the MyVeHU Campus website, the web based modality learning environment being launched by/for the VA. Contractor shall ensure that all web based media content meets current established Federal and VA Section 508 guidelines for accessibility in both Flash and HTTP modalities. Period of Performance: The period of performance shall be one 12 month base period Travel: Travel is required Tasks: Task 1 - Pre-Event Tasks The contractor shall perform pre-event tasks in preparation for the hosting of the Virtual Conference. Marketing and branding for the Virtual Conference will be an integral part of these pre-event tasks. Task 2 - Event Tasks The contractor shall provide all hardware and technical services required to support both the physical and virtual conference objectives. These services include support for on-site audiovisual equipment and technical services for a general session, lecture sessions, learning lab sessions and exhibit hall sessions. The contractor shall plan to provide production services for recording of all general and lecture sessions presented throughout the event, production of (1) conference documentary video, production of daily infomercials, and production and uploading of downloadable subscription based media content of select sessions. Contractor shall design, develop, and integrate portal accessibility in HTML5 and RIA (Rich Internet Application) modalities to allow users to schedule and view live and on demand media streams from the external host server. Contractor shall plan to incorporate simultaneous HTTP and FLASH HD streams in up to (6) overlapping time slots for the 5 day event to be located at a pre-selected conference venue. VA shall provide presenters and presentation content and Contractor shall provide all required high definition production hardware, media streaming servers, and technical support to plan and execute the physical and virtual conference. Contractor shall develop and implement a live streaming user interface that includes high definition video, high definition presentation slides with animations, chat features, live captioning and social networking functions. Contractor shall also provide the capture and storage of all live streams to be utilized for on-demand applications directly following the close of the conference. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 6 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 6 pages. In response to the RFI, interested contractors shall submit the following information no later than Tuesday May 2, 2011 4:00PM EST to Anthony Wilson at Anthony.Wilson3@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dunn & Bradstreet number, company address, Point of contact name, phone number, fax number, and email. The subject line of the correspondence should clearly display the RFI number. Also please provide the following information in your response. A.Past Experience - Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project 2.The Prime Contract Type, Firm Fixed-Price, or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project. B. Capabilities / Qualifications: 1.Technical Capability- Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 2.Labor Categories Provide whether or not your company has a GSA schedule. If so, provide GSA contract number and relevant sins for the services. 3.Teaming Arrangements - Identification of Subcontractors, Teaming Partners, Joint Ventures and description of their core competencies that your company would team with to perform the work. 4.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? 5.Commercial availability - Description of the length of time your services have been commercially available.
