- In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract on a single source basis.The FAA intends to solicit and negotiate only with Evans Consoles, Inc. in accordance with AMS Policy 3.2.2.4. The Federal Aviation Administration (FAA) proposes to acquire, under single source procedures, a new optional use Indefinite Delivery Indefinite Quantity contract with Evans Consoles, Inc. to provide engineering/design, manufacturing, and installation of cab consoles utilizing a slatwall equipment mounting system configuration for Air Traffic Control Tower use. Services under this contract will include the layout of the cab consoles, utilizing a slatwall equipment mounting system configuration, design modifications as required to previously designed mounting hardware, where needed custom design of mounting hardware, manufacturing of all consoles, slatwall and mounting hardware, demolition of existing consoles if required, installation of new consoles and mounting hardware, and provide service and maintenance repairs. The FAA contemplates awarding a contract with a period of performance of a base year with 2 option years for an estimated amount of $9.5M. Delivery will be on a task order basis. The contract will include a 365 calendar day base contract period and up to two (2) option periods of the same length. Between the spring of 2005 and the fall of 2006, the FAA procured and tested off the shelf equipment mounting assemblies from Hergo, Innovative Office Products and Strongarm and found all of the products did not meet the operational and durability requirements of the FAA. Several firms were approached about custom designing products for the FAA, and all firms declined because of limited market potential. Evans Consoles, Inc. was the only firm interested in developing the slatwall concept for the FAA's use. The design of the new slatwall style consoles has a significantly smaller foot print which will allow older, smaller cabs to extend the lifespan by freeing up more floor space while mounting more equipment in less space. Evans Consoles has developed a staff to include a licensed Professional Engineer, Project Managers, designers and factory trained installers. Use of Evans factory trained installers assures the FAA impacts to the facility will be minimized because of knowledge of the product, ability to troubleshoot and experience with design personnel. The most recent acquisition of a comparable nature shows that interest for this type of acquisition is limited to this firm. A fair and reasonable price will be negotiated by FAA with Evans Consoles, Inc. for all deliverables under this acquisition.A competitive solicitation is not available for this procurement.
