- This is a notice of intent to conduct a procurement with other than full and open competition, under Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of received in response to this notice. The purpose is to allow interested parties to assert and explain their capability to perform the work; any response must demonstrate clear and convincing evidence of capability and that competition would be advantageous to the government. Responses may be submitted until 5PM Eastern on Tuesday, May 10. Please direct inquiries to William Mallison, contract specialist, at william.mallison@dhs.gov. No calls, please. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) currently has a contract with Eastport Analytics, Inc. of 1770 North Moore Street, Arlington, VA to develop a software application "analytical tool kit" (ATK) to better understand relationships among points of data in law enforcement databases. The government contemplates extending the period of performance of this contract and obligating additional funding in order to provide upgrades and support to the ATK, incorporating additional data sets, enhancing capability, and completing the effort. The ATK is currently in use by the Federal Air Marshal Service, and performance requires familiarity with Federal Air Marshal Service operations and its enterprise network. The contemplated sole source work will include: integrating additional law enforcement databases into the ATK; automated trends and patterns capability; ensuring operational stability; and providing an increasingly expanding level of support as the ATK is deployed. The government contemplates this sole source contract period of performance extension as a "follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof..." as described in FAR 6.302-1(a)(2)(ii), in which "it is likely that award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency's requirements.
