Description
The United States Agency for International Development, Regional Services Center (RSC), Budapest, intends to issue a Request for Proposal (RFP) on behalf of its client Mission, USAID Macedonia, in anticipation of the procurement of a cost plus fixed fee completion contract that will implement a three-year project entitled Judicial Strengthening Project to be implemented in Macedonia. Guided by the overarching objective of strengthening the role of the judiciary in the separation of powers, USAID Macedonia's new Judicial Strengthening Project will seek to: (1) develop broad based support for rule of law and judicial sector reform; (2) improve the independence of the judiciary and its systems; (3) foster efficiency, effectiveness and accountability of the courts, and (4) increase citizen trust and confidence in the integrity of the judicial branch. The Judicial Strengthening Project will build upon USAID's prior activities to advance the rule of law in Macedonia. The project will support the judiciary to improve its independence and independence of its systems. The focus will be on the establishment of effective and independent governance systems and structures, building leadership and management capacities, and on increasing the role of the judiciary in the development of laws, regulations and policies governing the branch. Additionally, the project will help courts in improving impartiality, fairness and efficiency in the administration of justice, as well as in providing quality and professional services. The achievement of these goals will be of key importance and is expected to lead to an increased citizen's trust in the judiciary. Opening the courts to the public and making court operations transparent will be another important step in improving public perception of and confidence in the court system. The Judicial Strengthening Project will also support capacity building of justice sector professional associations and civil society organizations so they can take active participation in the judicial reforms. Their engagement in advocacy and monitoring activities is expected to build demand and support for improved independence, efficiency and accountability of the judiciary. This will be a full and open competition and the procedures set forth in FAR Part 15 shall apply. The North American Industry Classification System (NAICS) code for this acquisition is 541990. The small business size standard is $7 million. In accordance with FAR 5.102(d) availability of the solicitation is limited to this electronic medium only. The solicitation will be posted herewith at FEDBIZOPPS web page (www.fedbizopps.gov) on or about May 20, 2011 or not less than fifteen (15) days after this notice is issued.
