Description
Program/Project/Construction Management Support Services THIS IS A SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESS ONLY. The General Services Administration (GSA) is seeking qualified small business contractors to provide Program/Project/Construction Management Support Services to the GSA Special Programs Division. The SPD was established in October 2008 to provide overall coordination, program management, procurement, and construction management services in response to growing requirements from GSA's client agencies, primarily the Department of Homeland Security (DHS). The SOW reflects requirements related to GSA's support of client agencies planning and executing technology and infrastructure upgrades at Ports of Entry and other Government facilities across the nation. The project includes (but is not limited to) the management of other federal contractors and contract services, pre-planning, programming, environmental related services, design review and management, procurement support, cost estimating, cost or price analysis, technical analysis, proposal analysis, project and program scope development, budget and schedule development and management, construction management, commissioning, post-construction services. The SOW would also require the capability of assigning such disciplines as program managers, project managers, planners, programmers, architects, engineers, inspectors, cost estimators, specifications writers, schedulers, administrative office support staff, testing technicians, environmental specialists, and historic preservationists, where and as needed for support of programs and projects, including possible on-site services at federally owned and operated buildings or facilities. No actual design or construction work will be performed. This is not a request for proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. GSA is in the process of determining the availability and capabilities of potential small business sources prior to issuing a solicitation for an Indefinite Delivery Indefinite Quality (IDIQ) contract to obtain a firm that will be responsible for providing GSA with sound management advice regarding each program or project, how to achieve the best value in the work being accomplished, necessary actions, schedule control, alternative ideas, problem/claim prevention, and budgeting. The successful firm shall be required to have a full understanding of possible program or project objectives, the approval process, budget, contract documents, and the principles of Federal contracting and contract administration. If no responses are received from potentially responsible sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis. Firms interested in this effort must be able to demonstrate Program/Project/Construction Management experience for three similar projects as defined below : SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, type, and complexity as further defined here. To be considered similar in size projects managed must have exceeded $5,000,000 in costs and be completed in the last eight years. To be considered similar in type project(s) must include, but not limited to, the management of other contractors and contract services, pre-planning, programming, modeling, environmental related services, design review and management, procurement support, cost estimating, cost or price analysis, technical analysis, proposal analysis, project and program scope development, budget and schedule development and management, construction management, commissioning, post-construction services, technical review and analysis. Each project need not contain every element, but the combination of projects should demonstrate the ability to perform all these services. To be considered similar in complexity projects must be multi-site projects or multi-project programs. This procurement, whether it be set-aside for small business or procured on an unrestricted basis, shall be made under North American Industrial Classification System (NAICS) Code 541611 - Administrative Management and General Management Consulting Services. The small business size standard for NAICS code 541611 is $7,000,000 in average annual receipts over the past three years. If you are an interested small business, per the definition above, please provide a Written Letter of Interest and a response to the following questions. All information submitted is subject to verification. Additional information may be requested to substantiate responses. 1) Is your firm an 8(a), Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, Service Disabled Veteran-Owned Business, or Veteran-Owned Small Business? (For additional information on small business concerns visit www.sba.gov ) 3) Provide three similar projects as described above that demonstrate the small business firm's past experience of program/project/construction management support. Each response shall be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement the firm must qualify as a Small Business in accordance with NAICS code 541611 in order to be considered under this Sources Sought Notice. All respondents are reminded that at least fifty (50) percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern per FAR clause 52.219-14(b)(1) - Limitations on Subcontracting. Interested firms should submit a Written Letter of Interest along with a response to the questions contained within this notice to Lindsey McCampbell at lindsey.mccampbell@gsa.gov. The DUE DATE for responses is May 04, 2011 by 3:00 p.m. (CST).
