Combined Synopsis/Solicitation (IAW FAR 12.603) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This is a solicitation of Purchase Request 344-1094-1082 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 561492 with a small business size standard $6.5 millon.. This acquisition is set aside for 100%small business. Proposal Submission Information Quotations are due by May 6, 2011, 11:00 am, Washington, DC Eastern Standard Time (EST). Contact the following individual for information regarding this solicitation: Note: Emailed proposals are preferred Crystal Brown Contract Specialist Brown.crystal@dol.gov EVALUATION OF RESPONSES: Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisitions Procedures. The responsible Offeror must be registered in the Online Representations and Certifications (ORCA) database (available at: http://orca.bpn.gov/ ) system per FAR 52.212-3, and submit a completed copy of the Offeror Representations and Certifications - Commercial items with their quote. Offeror must also be registered in the Central Contractor Registration database (available at www.ccr.gov ) per FAR 52.212-1 and be registered as a small business under the specified NAICS Code. Lack of registration in CCR will qualify contractor as ineligible for award. All responsible sources may submit a quotation in response to this for a firm fixed type contract. The U. S. Department of Labor Office of Administration Law Judges in Washington, DC intends to award a contract(s) resulting from this solicitation Offeror whose offer conforming to solicitation will be most advantageous to the Government (best value). Number of Contracts to be Awarded The Government intends to select one or multiple contractors; however, the Government reserves the right to award no contract at all depending on the quality of the proposals/quotes and prices submitted and the availability of funds. Rejection of Unrealistic Offers The Government may reject any proposal/quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. General Prices to the Government shall include all costs whatsoever including all licenses, permits, recording, transcribing, postage or other transportation charges required to deliver the requested copy of the transcript in "Image on Text" PDF Format (NOT "Image only") on a Compact Disc (CD). A ceiling price limit has been set by the Government under this contract of $5.00 per CD Rom. An Offeror may bid less than $5.00 per CD Rom, but may not bid more than $5.00 per CD Rom. The request for a copy of the transcript in "Image on Text" PDF format on a CD Rom is anticipated to be for hearings in cases which last longer than one day. Only one CD Rom per case (no matter how many days of hearings per case), is to be delivered unless the transcription of the case's hearing cannot fit on one CD Rom. The CD Rom is to be delivered at the same time and same location as the original transcript.
