- DESCRIPTION: The U.S. Army Contracting Command - Rock Island, Illinois on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS) and Joint Munitions Command Security Assistance Directorate (JMC SA), is issuing a Market Survey for information and planning purposes only for the procurement and delivery of multiple variants of foreign, non-standard ammunition. The overarching intent of this request is to find sources that are capable of sub-contracting throughout the world to deliver multiple types of ammunition. Interested parties shall demonstrate the capability to ship the ammunition, once procured, to multiple OCONUS locations in order to support the U.S. Government's Foreign Military Sales mission in accordance with all applicable U.S. and foreign regulations for the transit of ammunition. Also, performance under the anticipated acquisition are expected to involve "Defense items," defined in the Arms Export Control Act, 22 U.S.C. 2778(j) (4) (A), and subject to regulation under the International Traffic in Arms Regulations (22 CFR Parts 120-130) (ITAR). Activities subject to regulation include, but are not limited to, brokering. In accordance with the ITAR, any U.S. person, wherever located, and any foreign person located in the United States or otherwise subject to the jurisdiction of the United States, who engages in the business of brokering activities with respect to the manufacture, export, import, or transfer of any defense article or defense service subject to control or any ''foreign defense article or defense service'' is required to register with the U.S. Department of State, Directorate of Defense Trade Controls. The interested party therefore shall demonstrate a common understanding of export-controlled items and will be expected to maintain compliance. Attached is a table listing the ammunition/ammunition related items covered under this market survey. Respondents shall annotate in the table known producers/suppliers you intend to sub-contract with and the monthly production rate of each producer. SPECIFICATIONS All items shall comply with the General Specification for Non Standard Ammunition, dated June 8, 2010 (available upon request). Packaging and markings for hazardous material must comply with (1.) the requirements for the mode of transportation and (2.) the applicable performance packaging contained in the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transport of Dangerous Goods by Air and International Maritime Organization (IMO) International Maritime Dangerous Goods Code (IMDG). PLANNED ACQUISITION: The proposed strategy is to award a five year, multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract utilizing full and open competition provisions. Delivery Orders would be competed in accordance with the fair opportunities to compete provisions. Best value criteria will be utilized. Contractor feedback on the acquisition approach is encouraged. SUBMISSION INFORMATION: All responsible interested sources are encouraged to submit their data using the attached sample table and supporting narrative. The respondent's information must demonstrate a capability to supply and deliver non-standard ammunition. All responding sources shall demonstrate ISO 9001 certification or equivalency. Any interested party who has executed such tasks should provide contract numbers and references. Interested parties should list monthly production quantity/capacity on the attached table. Please annotate if any proprietary information is submitted. Responses must include the company name, address, telephone number, email address, technical point of contact, Cage Code, Company Size, and any applicable brochures/literature. The Government will perform an analysis of the information provided to determine if a respondent to this notice possesses the requisite capabilities. The Government is not obligated to notify respondents of the results of this survey.
