Description

Synopsis: Pre-solicitation Notice The Department of Veterans Affairs (DVA), VA Caribbean Healthcare System (VACHS), Network Contracting Activity - 8, Tres Ríos Building, Suite 600, Ave. J. González Giusti, Guaynabo, PR 00968 intent solicit offers and award a fixed firm price requirements contract on a competitive basis (Full and Open competition) under applicable NAICS code 339112-Surgical and Medical Instrument Manufacturing and Size Standard 500 employees. This is a solicitation for commercial items and ancillary services prepared in accordance with the subparts in the Federal Acquisition Regulation Part 15. The DVA intends to award a contract with a base period from DATE OF AWARD to September 30, 2011, including four (4) one (1) year option periods to be exercised at the discretion of the Government. The qualified UNRESTRICTED firm shall provide necessary supplies, equipment and clinical respiratory therapists as specified in the Statement of Work and Evaluations Factors/Sub-factors; to render complete Home Oxygen Supplies and Ancillary Services to those eligible veterans in the Commonwealth of Puerto Rico (including Vieques and Culebra), and the U.S. Virgin Islands. QUESTIONS TO THIS PROCUREMENT: Shall be submitted in writing via e-mail attention to the Contract Specialist no later than 10 DAYS after the solicitation is posted at FedBizOpps (FBO) website: http:///www.fedbizopps.gov/. VERBAL OR TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. All responses will be incorporated into a written amendment to the solicitation for the benefit of all interested offerors. The SOLICITATION VA-248-10-RP-0597 is the one that will be posted for this procurement; after all reviews and final approval. FAXED PROPOSALS WILL NOT BE ACCEPTED. Offerors shall go to FBO website and download subject solicitation package, including any related attachments and/or amendments to provide a complete and thorough proposals; as required. In case the solicitation due date is extended, all interested offerors shall be responsible to monitor the changes posted at FBO website, prior to the solicitation due date. Each offeror shall acknowledge receipt of each amendment. The contract resulting from this procurement will be awarded to the responsive and responsible offeror whose proposal, conforming to the solicitation requirements will be the best value to the Government in terms of Technical Capabilities, Past Performance, Management Capabilities, and Price. The Price Proposal shall address a fixed firm price for each of the items specified in the Schedule of Supplies for the base year and the four option periods. Offerros shall double check proposal submittals to avoid mathematical errors and omissions to stay within the competitive range. There will be no public bid/offer opening meeting on the solicitation due date. The Government reserves the right to award without discussions; therefore, the offeror shall submit the most favorable terms and technical information with their offer.
