Description
The Government is seeking sources for Market Research ONLY to support the services listed below for which the applicable NAICS code is 237990, Dredging Services. The Federal Supply Code (FSC) will be Z299. The Standard Industrial Code (SIC) used is 1629. The size standard for small business is $20,000,000.00. Interested parties sought for maintenance dredging project located at the Oakland Inner and Outer Harbor Channel Maintenance Dredging Project, CA. Project will be solicited as an Invitation For Bids (IFB) contract to include dredging in both inner and outer harbors. Interested parties will be invited to attend a Pre-Solicitation conference to receive the latest project related information as well as information on available permitted upland disposal sites. NO AWARD will be made from this Sources Sought. NO SOLICTATION, SPECIFICATION, OR DRAWINGS ARE AVAILABLE AT THIS TIME. Potential offerors having the skills and capabilities necessary to perform the described services below are invited to provide feedback via email to: James.E.Garror@usace.army.mil or Shirley.A.Turbo@usace.army.mil All responses will be analyzed in order to determine the appropriate strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources including certified HUBZone small business, Service-Disabled Veteran Owned small business, Veteran-Owned small business, Certified 8(a) small business, Women-Owned small business, etc. Other than Small Business may respond to this notice in the event the market does not indicate significant Small Business interest. Project Description: The work consists of maintenance dredging of Oakland Inner & Outer Harbor Channel of approximately 500,000 cubic yards of materials, to provide a project authorized depth, -50 feet plus 1 foot allowable paid over-depth for the Inner Harbor and Outer Harbor Channels. Dredged material excavated from the Oakland Inner and Outer Harbor Channels shall be transported and off loaded at the San Francisco Deep Ocean Disposal Site (SF-DODS) located approximately 62 miles offshore. CAPABILITIES AND QUALIFICATIONS: The following requests are designed to apprise the US Army Corps of Engineers, San Francisco District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 5 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's business size: •· Small Business, •· HUBZone, •· Service Disabled Veteran Owned •· 8(a) •· Large Business Please respond to the statement below: •· Please provide at least 2 to 3 example projects: •o Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project). 4) Offeror's Bonding Capability. a. Qualified personnel are required with recent knowledge and experience in: 1. Interested parties must have the capability and equipment necessary for dredging and disposal of dredged material at the San Francisco Deep Ocean Disposal Site (SF-DODS), which requires scows with current EPA certification for ocean disposal. Interested parties are required to submit proof of ownership, or access to, EPA certified scows, including current scow certification documentation, as part of the response to this Market Research. Interested parties must have the capability to dredge at a minimum daily rate of 6,500 cubic yards in order to complete all work within the period of performance specified in the contract solicitation. 2. Contract work will start after August 1, 2011 and will cease before December 1, 2011. Interested parties will be encouraged to submit alternate bid proposals for disposal of dredged material at any permitted upland sites provided the contract work can be completed within the specified period of performance. However, interested parties must still have ocean disposal capability because the SF-DODS site will remain as the back-up site if the interested party's proposed alternate site becomes unavailable and the work cannot be completed within the contract's period of performance. 3. Interested parties will be invited to attend a Pre-Solicitation conference to receive the latest project related information as well as information on available permitted upland disposal sites. __________________________________________________________________________________________________ 1. Excavation, removal, manifesting, transportation, storage, treatment and disposal of all types of hazardous and non-hazardous wastes in addition to asbestos, and lead/PCB containing paints and coatings. 2. Multi-media chemical sampling and analysis, chemical data quality control for a wide variety of compounds. 3. Demolition and debris removal and disposal. 4. Drilling, excavating and sampling to obtain geotechnical and chemical data, installation, development, and abandonment of groundwater monitoring, injection or extraction wells. 5. Contaminated soil and groundwater investigation. 6. Operation and maintenance of groundwater treatment plants. 7. Consultation/coordination with other agencies. 8. Landfill operations and maintenance for a closed landfill, landfill gas sampling. 9. Stormwater and drinking water compliance programs in accordance with Clean Air and Water Act, Porter-Cologne, the NPDES requirements. 10. Property Transfer Documents including: development of Environmental Baseline Surveys (EBS), Findings of Suitability for Transfer (FOST), Findings of Suitability for Lease (FOSL), and Findings of Suitability for Early Transfer (FOSET). The Contractor will also coordinate with Army and regulatory agencies to complete the documentation. b. Specialized Experience and Technical Competence in: 1. Development Superfund documents including RI/FS, Proposed Plans and RODs. 2. Coastal monitoring and field data collection. 3. Documentation associated with federal property transfer. 4. Soil and water sampling as specified in US Army and USEPA guidance documents and remedial action operations. 5. Closed landfill operations and maintenance activities 6. Development of community relations plans. 7. GIS mapping using ESRI products. 8. Experience with NEPA/CEQA analysis, habitat evaluation measures, and design of mitigation measures.
