Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. NAVSURFWARCEN Crane Division has a requirement for research and development of new technologies in the growth, characterization and device fabrication of specific crystals and related Electro Optic sensor systems for Navy Above Water Sensors Technology and then transitioning those new technologies to small businesses, system integrators, and depots for production scale or production ready prototypes to improve lifecycle cost and operational availability of Navy Above Water Sensors. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (3) to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. An offer will be solicited from Penn State University ™s Electro-Optics Center. The proposed cost type contract which the Government intends to solicit and negotiate is with only one source under the authority of FAR 6.302-3. This acquisition maintains the essential engineering research and development capability established under contract N00164-09-C-GR34 which develops prototypes for various microwave/radar programs..It has been determined that the Government requirement for these services can only be met by this university due to the contractor ™s unique knowledge and experience with Navy Above Water Sensors Technology and the anticipated costs achieved through competition are not anticipated to be recouped by that competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available on or about 13 May 2011 at the three websites listed above. Interested parties can download the solicitation from the three websites listed above, for no hard copies of the solicitation will be mailed. All qualified/responsible parties may submit a proposal for this procurement, which will be considered by the Government.
