Description
This is a Sources Sought Notice for seeking market research and information only for a potential name brand purchase. Quotations are NOT being requested at this time. The National Park Service seeks to determine the interest of potential Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, 8(a) Small Business, HUBZone Small Business, Woman Owned Small Business or Small Business Firms for a Larson Davis sound level meter and accessories. Vendor must be registered in Central Contractor Registration (CCR) and in Online Representations and Certifications Application (ORCA). North American Industry Classification System (NAICS) code is 334419. Small business size standard is 500 employees. Homestead National Monument of America is being assisted by the National Park Service (NPS) Natural Soundscape Program which uses automated sound monitoring instruments for year-round data collection. The NPS Natural Soundscape Program developed the protocol and the software to analyze the data and ensure that the data is comparable between parks. Since the program's 2003 beginning, the central component of these systems has been Larson Davis (LD) 824 sound level meters that are being replaced by the LD 831 sound level meters. Larson Davis developed a substantially improved sound level meter (LD 831) that will advance and improve the Soundscape Program's data collection efforts. The LD 831 meter uses substantially less power that results in fewer batteries and solar panels to power the systems. The LD 831 meter collects sound levels and digital recordings that will replace the need for a laptop computer in the system substantially reducing system costs and power requirements while improving the recording quality. The integrated functions will allow more rapid and less conspicuous deployment. Items to be purchased are: LD 831-RI sound level meter with Class-1 random-incidence prepolarized condenser microphone, preamplifier, accessory kit, battery, power supply w/ USB cable and windscreen; 831-OB3 Upgrade meter with real-time 1/1 & 1/3 octave filter set; 831-LOG Upgrade to record levels for 24 hr/day; EXC010 microphone extension cable 10', EPS2106-2 Environmental protection for system; DSC003 Pkg of 20 replacement desiccant cartridges; CAL200 Class 1 acoustic calibrtor with user selectable output of 94 or 114 dB. Existing software compatibility: The NPS has developed specialize software to process data from both the original LD 824 sound level meter and the LD 831 model. All sound level meters have unique formatting and data storage requirements. These essential NPS-developed software programs will not work with other manufacturers' sound level meters and are necessary for data analysis and reporting. Hardware and accessories: The LD 831 sound level meter (SLM) uses numerous accessories (environmental shroud, microphones, preamplifiers, cables, power supply) that are interchangable with both the LD 824 and LD 831 models currently in use within the NPS Soundscape Program. This makes the integration of an additional LD 831 simple and cost effective. The LD 831 sound level meter is an important component of the NPS soundscape program and the instrument that will eventually replace all LD 824 sound level meters in the program.
