- NOTICE OF SOURCES SOUGHT: This is not a Request for Proposal or Quote, no contract will result from this notice and information obtained is for planning purposes only. The US Forest Service is seeking local commercial companies able to provide services for the mechanical control of competing vegetation on forest lands in and around the McCloud, California area on the Shasta Trinity National Forest. The purpose of this notice is to conduct market research to determine availability of contractors interested in this type of work and to determine the set-aside method for future procurements. No solicitation documents are available at this time. A variety of small vegetation control projects (50-150 acres) are contemplated, such as (1) mechanically creating planting strips by rototilling or mulching existing vegetation in rows to allow conifer seedlings to be planted the following spring, and (2) cultivating soil and competing vegetation within 11 foot strips between rows of recently planted conifer plantations. Competing vegetation generally consists of a variety of regeneration saplings (mainly Lodge Pole Pine), a complex of woody brush, herbaceous plants, grasses and sedges. Rocks, stumps, logs, roots and other obstacles are present, some are not visible. Ground slopes range from flat to 27 degrees. It is anticipated that tractor(s) would wheeled or composite rubber tracked of sufficient size and power to pull appropriate implements and able to comply with all applicable fire and safety laws. The site preparation implement is anticipated to be a tilling type attachment with a rotating shaft capable of chopping and mixing all vegetation and soil to a minimum depth of 6 inches. Within cultivation units it is expected that the tractor and implement will be capable of performing the work without damaging the government's planted trees is such ways as scrapping, crushing, burying, pulling or burning. Cultivators shall have sufficient strength to pull sweeps horizontally through the soil at a depth of not less than 6 inches below the ground line without allowing debris to accumulate under the cultivator. INFORMATION REQUESTED: Contractors interested in these types of projects should submit information about their firm and a short capability statement (2 pages or less) describing available equipment and their knowledge of local area. Firm information shall identify your business size status and if you hold any certifications such as HubZone, 8(a) or Service Disabled, Veteran Owned Small business. The standard for determining small business size is based on the North American Industrial Classification COde (NAICS code 115310) of $7 million average annual receipts.
