- The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements from L-3 Narda Satellite Networks (L3-NSN), 435 Moreland Road, Hauppauge, NY 11788-3994. The Department of the Army has a requirement to procure necessary Satellite transmission system parts, repair, preventative maintenance, supply support, technical service support, software support, and training of existing satellites operated by the 160th Signal Brigade. All Lowest Replaceable Unit (LRU) components must meet Form, Fit and Function of the USC-60A Flyway Tri-Band Satellite Terminal (FTSAT) system currently in place. There are over 23 USC-60A FTSATs which provide support throughout Southwest Asia for theatre communications based in Afghanistan, Iraq, Kuwait, Qatar, Germany, Africa and other locations that NETCOM/9th SC(A) units operate in. Additional USC-60A satellite mission requirements are emerging for NETCOM/160th Signal Brigade in Afghanistan in support of Operation Enduring Freedom.). The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested firms may submit their capabilities and qualifications to Ms. Emily Marshall via email emily.m.marshall.civ@mail.mil not later than 12 May 2011, 1:00 PM, Mountain Standard Time. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. This notice of intent is not a request for competitive proposal. Description: The AN/USC-60A FTSAT is a terminal utilized in the support of theater deployed communications and special user requirements. It is a small, lightweight tri-band satellite terminal. The FTSAT incorporates unique frequency conversion architecture and antenna design that meets the stringent requirements for Defense Satellite Communications System (DSCS) earth terminal certification as well as the requirements for commercial satellite use. The terminal provides worldwide satellite communications over DSCS II and III, North Atlantic Treaty Organization (NATO) III and IV, INTELSAT, European Telecommunications Satellite Organizations (EUTELSAT), Pan American Satellite Organization (PANAMSAT), and domestic and regional satellites (DOMSATS). The modular architecture of the AN/USC-60A terminals easily accommodates capabilities expansions. Please DO NOT request a copy of a solicitation, as one does not currently exist. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. The purpose of this announcement is to access the markets capability and to gain knowledge of potential vendors.
