Description
The US Army Contracting Command - Picatinny, Picatinny NJ on behalf of Benet Laboratories intends to award a sole source contract with Ecole Nationale dIngenieurs de Saint-Etienne, 58 rue Jean Parot, 42023 Saint Etienne Cedex 2, France. The NAICS Code for this acquisition is 334519 and the small business size standard is 500 employees. The Government has a need to procure a new high speed multi-wavelength pyrometer system to be installed for Bent Labs, Armament Technology Division, Fatigue and Fracture Analysis Branch at Watervliet Arsenal, NY. The pyrometer shall be a multi-wavelength system to measure surface temperatures of unknown emissivity with acquisition times in microseconds in order to develop a temperature profile for a millisecond heating pulse. The pyrometer shall have software to process the raw data and convert it to a temperature profile. AUTHORITY: This acquisition is being conducted using simplified acquisition procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 11 May 2011 16:00 Eastern Standard Time. The anticipated award date is 16 May 2011. Email: lauren.a.mcdermott@us.army.mil APPLICABILITY OF AUTHORITY: Request to award this requirement to Ecole Nationale dIngenieurs de Saint-Etienne (ENISE), the Diagnostic and Imaging of Industrial Processes Laboratory in Saint-Etienne, France. This laboratory will build our pyrometer to the specifications that we desire and after extensive research, this is the only laboratory that has developed and can procure this type of equipment.
