- In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the competition level for Human Factors Research and Engineering. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The effort is a continuation of work currently being performed by a Socially and Economically Disadvantaged Business 8(a) certified small business under two delivery orders on contract #DTAFCT-04-D-00003, D.O #2 and D.O #5 awarded to Hi-Tec Systems Inc of Egg Harbor Township, NJ 08234, whom has since graduated from the 8(a) program. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. The purpose of this market survey is to solicit statements of interest and capabilities from 8(a) certified firms, capable of providing support in accordance with the attached DRAFT Statement of Work (SOW) in order to determine whether adequate competition exists to set-aside the competition among 8(a) certified firms. Responses from certified Small Business will also be accepted, however if sufficient competition exists among certified 8(a) business, the FAA must make this award an 8(a) set aside. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter. The principle North American Industry Classification System (NAICS) code for this effort is 541720 Research and Development in the Social Sciences and Humanities, with a size standard of $6.5 Million. Interested contractors must provide the following; 1. Brief Capability Statement - This document should be limited to not more than ten (10) pages and it should identify: Experience in the area of Human Factors Research and Engineering in accordance with the attached draft SOW Availability and qualifications of personnel in relation to the Labor Categories listed in the draft SOW Current or previous contracts (past three years), of similar size and scope. Please include the period of performance, contract dollar values, point of contact with phone number, brief description of contract, and agency the contract was with Number of years in business Geographical areas where your company can provide services 2. Completed Business Declaration Form Attached are a DRAFT SOW and a Business Declaration Form. Responses are due by 3:00 p.m., EDST (Eastern Daylight Savings Time), Tuesday, May 10, 2011 and must be directed to Karen.Mercer@faa.gov. Questions must be submitted in writing prior to May 9, 2011 and must be directed to Harry.Lutz@faa.gov. Potential sources are cautioned that no further announcements may be made if a competitive small business set-aside is accomplished.
