- RFI # VA-701-11-RI-0257 REQUEST FOR INFORMATION Veterans Health Administration (VHA) Office of Informatics and Analytics (OI&A) Informatics Patient Safety Cognitive Engineering Based Patient Safety Review 1. INTRODUCTION: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for Office of Informatics and Analytics (OIA). At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. 2. BACKGROUND: Patient safety is a continuous process that needs to be an integral component within healthcare delivery systems. Healthcare information technology (HIT) has been recognized as a key factor in enabling healthcare facilities to have the ability to provide accurate and usable information to assist clinicians, nurses, pharmacists, allied health care professionals and other personnel that interact with and provide quality care to patients. Patient safety is focused on measuring, monitoring, and improving the safety of the IT products and processes in support of the medical providers and IT users and ultimately, of the patients. Therefore, the OI&A Informatics Patient Safety program seeks qualified human factors expertise to incorporate safety principles using best practices such as user centered design based upon human factors engineering principles and best practices. This expertise will also include the incorporation of usability testing into the development, and pre/post-release evaluation process. 3.OBJECTIVES: The Contractor shall provide all resources necessary to perform the tasks and deliverables defined in this solicitation. The Contractor shall provide Cognitive Engineering based patient safety review identifying the Human Factors principles associated with the patient and identified software projects/products, hardware projects/products, and ergonomic requirements for the VHA Electronic Health Record using VA and Commercial Best Practices. This information will be used by the Director of Informatics Patient Safety to identify the patient safety risks associated with software applications and systems. The Contractor shall perform human factors engineering assessments to document/identify user tasks and provide recommendations for the design of user interfaces during the product development cycle based upon human factors engineering principles and best practices. The Contractor shall identify the components that will require a Risk Management Plan and identify possible remediation strategies. The Director shall make the final determination for all policy and procedural change recommendations to the field. 4. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data, attachments that are in excess to the 10 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: 1.Company name and address 2.Company point of contact name, telephone number and email address 3.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners 4.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS 5.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 6. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. a.The name, address, and value of each project b.The Prime Contract Type, Firm Fixed-Price, or Time and Material c.The name, telephone and address of the owner of each project d.A description of each project and why it is relevant to this requirement. Include difficulties and successes e.Your company's role and services provided for each project. It is requested that the above information be provided no later than May 11, 2011 at 1:00PM EST.
