This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-11-Q-80075 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50 dated April 15, 2011. This procurement is being conducted as a 100% Small Business Set-Aside. The NAICS Code is 238120, Structural Steel and Precast Concrete Contractors, for which the Small Business size standard is $14.0 million. The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is seeking to acquire support to assist the Volpe Center with the fall protection safety upgrades of eight (8) Federal Aviation Administration (FAA) facilities in the Eastern Service Area, located in Shelton, CT; Hyannis, MA; Bangor, ME; South Portland, ME; Lebanon, NH; Albany, NY; Rome, NY; and Burlington, VT. The requirement for these services is described in detail in the "Statement of Work" (SOW) section in Attachment No. 9. The Government intends to award one (1) purchase order on a firm-fixed price basis as a result of this solicitation. The period of performance for this purchase order will be from date of purchase order award (i.e., the effective date) through six (6) months from the date of award of the purchase order. Purchase order award is planned to be made on or about May 26, 2011. This RFQ is expected to result in a single purchase order award to a qualified small business, subject to receipt of an acceptable quotation. An award will be made to the source whose quotation, conforming to the solicitation and specifications listed in the SOW in Attachment No. 9, is determined to offer the best value to the Government. Quotation: The Vendor shall provide a quotation on the following purchase order line item numbers: Line Item No. 0001 - Shelton, CT: __________ Line Item No. 0002 - Hyannis, MA: __________ Line Item No. 0003 - Bangor, ME: __________ Line Item No. 0004 - South Portland, ME: __________ Line Item No. 0005 - Lebanon, NH: __________ Line Item No. 0006 - Albany, NY: __________ Line Item No. 0007 - Rome, NY: __________ Line Item No. 0008 - Burlington, VT: __________ TOTAL: __________ Instructions to Vendors: FAR Provision 52.212-1, Instructions to Offerors-Commercial Items (JUN 2008) is hereby incorporated by reference. All responsible sources may submit a quotation which shall be considered by the Agency. In addition to the quotation, Vendors shall submit a written quotation which includes a technical description in sufficient detail to enable the Government to evaluate compliance with the requirements of the solicitation. This technical description consists of providing the following information in the specified format: 1. Technical Capability. Describe the Vendor's approach to the tasks described in the SOW which demonstrates its technical understanding and capability to perform the required work. (Maximum five (5) pages, Times New Roman 12 font, double-spaced). Vendors are required to provide the documentation described in the "Additional Instructions to Offerors" section in Attachment No. 9. 2. Past Performance. The Vendor shall provide past performance information, including recent and relevant contracts for similar work for fall protection safety upgrades (i.e., contracts performed within the past five (5) years for similar work and magnitude as described in the SOW). This information shall include contract numbers, points of contact with telephone numbers, and other relevant information (Maximum five (5) pages, Times New Roman 12 font, double-spaced). The Government intends to award a purchase order without discussions and advises all Vendors to present their best prices in response to the solicitation including all required documentation as described in Attachment No. 1. NOTE: All contractors must be registered in the Central Contractor Registration (CCR), https://www.bpn.gov/ccr/, in order to receive an award from the Government. The Vendor's signed quotation shall be prepared as either a PDF or Microsoft Word 2007 version or earlier file document and submitted electronically via email to Peter Kontakos at the following email address: peter.kontakos@dot.gov to arrive no later than 12:00 PM ET, on Wednesday, May 11, 2011. NO ORAL INQUIRIES WILL BE ANSWERED. Evaluation of Offers: FAR Provision 52.212-2, Evaluation-Commercial Items (JAN 1999) is hereby incorporated by reference. The Government will award a purchase order resulting from this solicitation to the responsible small business Vendor whose quotation conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The technical understanding and capability of the Vendor, as demonstrated by its technical description, to meet the Government requirements is more important than price. The Vendor's technical description will be evaluated in accordance with the two (2) evaluation criteria described below: 1. Technical Capability 2. Past Performance In detail, the technical criteria are: 1. Technical Capability. The purpose of this criterion is to assess the Vendor's approach to the tasks described in the SOW, including its technical understanding and capability to perform the required work. Vendors will also be evaluated on the required documentation in the "Additional Instructions to Offerors" section in Attachment No. 9. 2. Past Performance. The purpose of the criterion is to assess the ability of the Vendor to perform successfully based upon an evaluation of its relevant past performance information on similar work for fall protection safety upgrades. Solicitation Provisions: All Vendors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (OCT 2010) with its offer. A Vendor shall complete only paragraph (b) of this provision if the Vendor has completed the annual Online Representations and Certifications Application (ORCA) electronically at https://orca.bpn.gov. If a Vendor has not completed the annual representations and certifications electronically at the ORCA website, the Vendor shall complete paragraphs (c) through (o) of this provision. Contract Terms and Conditions: FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items (JUNE 2010), and its Alternate I (OCT 2008) are hereby incorporated by reference and Paragraph (u) is added to incorporate a Payment clause as follows: (u) PAYMENTS (NOV 2010) The invoicing and payment office for all contract actions issued by the DOT/RITA/Volpe National Transportation Systems Center is located at the Enterprise Services Center (ESC), Office of Financial Operations, Federal Aviation Administration (FAA) in Oklahoma City, Oklahoma. The Contractor must submit all invoices, including supporting documentation, electronically (e.g., PDF format) to the ESC at FAA in Oklahoma City by e-mail at the following address: volpeinvoices@faa.gov (all lower case). A cover email must accompany each invoice and provide the applicable information in the fields listed below. The following notice is provided for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The maximum line of credit is $750,000. The STLP loan has a variable rate, which is tied to the prime rate published in the Wall Street Journal.
